- The Department of Homeland Security (DHS) intends to negotiate and award a purchase order to the National Academy of Sciences (NAS) on a sole source basis to participate in a consensus committee on the Global Health Security Initiative, conducted by the National Academy of Sciences Institute of Medicine (IOM). This is not a request for a proposal. A solicitation will not be issued and proposals will not be requested. The IOM will convene a consensus committee to examine the case why multiple elements of American society should invest in global health, what areas need the most attention, and how best to accomplish the ultimate objective. The report will address the case for deeper commitment to global health and associated aspects of human development by Americans and communicate specific conclusions and recommendations that would pertain to not only the government in general and individuals of variable economic means, but also the public health and scientific research communities sector, the media, new and established foundations, a range of elements from the university community, and non-governmental organizations to include faith-based and international service organizations. A final report will be prepared and distributed to the participating Federal agencies and leadership. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-5 entitled “Authorized or required by statute.” Executive Order 12832 authorizes procurement of services from NAS on a noncompetitive basis when a department or agency of the executive branch of the Government determines that NAS, because of its unique qualifications, can provide the measure of expertise, independence, objectivity, and audience acceptance necessary to meet the department’s or agency’s program requirements. Therefore, based on the aforementioned facts and the statutory authority at FAR 6.302-5, the Government intends on making a single non-competitive award to the NAS after July 31, 2008.
