Description

This is a synopsis for construction prepared in accordance with FAR Subpart 5.207. The United States Air Force intends to solicit proposals for four separate miscellaneous building demolition projects at Morón AB, Spain. The proposed solicitation number is FA5575-08-R-0001, Request for Proposal. This procurement is a NOT a Set-Aside. The North American Industry Classification System (NAICS) code is 238910 Site Preparation Contractors, the size standard of which is (Not to exceed) $13,000,000 in annual receipts. DESCRIPTION: Contractor to provide all labor, tools, equipment, material and transportation necessary to demo a guard shack, vehicle paint structure, handball court, and 13 trash repositories. In accordance with FAR Subpart 36.204, disclosure of the magnitude of these of demolition projects is as follows: Less than $25,000 to demo the guard shack, less than $25,000 to demo the handball court, between $25,000 and $100,000 to demo the vehicle paint structure, and between $25,000 and $100,000 to demo the trash repositories. The expected resulting award is Firm Fixed Price (FFP) contract and will consist of a single period of performance of 120 calendar days; however, the government reserves the right to make multiple awards if it presents a better value to the government. PLACE OF PERFORMANCE: Morón AB, Spain, approx. 45km south east of or 40 min away from Sevilla, Spain. IMPORTANT: A site visit will be conducted; it will take place on 30 Sep 08 at 0900 local time at the Contracting Office Conference Room in Building 106, Morón AB. See the solicitation documents for details. Contact the contracting office if you plan on attending to make arrangements to be allowed access on base. The complete solicitation package is now available on the Federal Business Opportunity website for download as of 21 Jul 08. The solicitation closing (response) date is 20 Aug 08 at 1200 local time. FOREIGN VENDORS: All communications regarding this notice, including any specifications, plans or drawings, and the solicitation itself, shall be in English. In order to be awarded a contract by the US Government, an offeror must be registered in the Central Contractor Registry (CCR). Registration is free and can be made online at www.ccr.gov. Note that you must have a Data Universal Numbering System (DUNS) Number before you can register. Offerors in Spain can obtain one by calling 902 446 688. Foreign vendors will also need a NATO Commercial and Government Entity (NCAGE) Code to register. You can obtain a NCAGE code by filling out the form found at www.dlis.dla.mil/Forms/FormAC135.asp. Failure to be CCR registered at time of award may delay the award and depending on the need of the government may be cause to award to the next qualified best value offeror already registered. However, do not delay submitting your proposal pending confirmation of registration. STATESIDE VENDORS: In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. Obtaining a license or permission to operate your company in Spain may be a long process; therefore any company anticipating interest in future projects should immediately begin the processes that will be required by contacting the Delegation of Industry at either of their two offices in the Madrid or Andalucia provinces.
