Description
PRE SOLICITATION NOTICE: The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Lake Lynn Laboratory, located at 2546 Springhill Furnace Road, (Lake Lynn) Fairchance, Pennsylvania, 15451-1050, has a requirement for Shotcrete materials. This requirement is solicited as a small business set-aside. The CDC intends to award a single Firm-Fixed-Price Purchase Order in accordance with FAR Part 13. The delivery is required five (5) weeks after receipt of purchase order. DRY PROCESS SHOTCRETE MINIMUM SPECIFICATIONS Definitions: 1. Dry Process Shotcrete is defined as a Portland cement concrete mixture applied from a spray nozzle by means of compressed air and containing to provide quick set, high early strength, satisfactory adhesion to the rock in the underground entries, and low permeability. It is referred here as an alkali resistant glass fiber reinforced shotcrete. 2. Fiber Reinforced Shotcrete is shotcrete mixed with polypropylene fibers. 3. Rebound is a term used for all material having passed through the nozzle which does not adhere to the surface on which shotcrete is being applied. Quality Control: Referenced Standards 1. ASTM C33: Specifications for Concrete Aggregate. 2. ASTM C109: Standard Test Method for Compressive Strength of Hydraulic Cement Mortars. 3. ASTM C150: Specifications for Portland Cement. 4. ASTM C348: Standard Test Method for Flexural Strength of Hydraulic Cement Mortars. Shotcrete Product: 1. Cement shall conform to ASTM C150, Type I or Type III, Portland cement for high early strength. The vendor shall furnish manufacturer's certification for all cement used in the shotcrete. 2. No admixtures, other cements, limes, antifreeze compounds, accelerating mixtures, or soluble compounds shall be used in the shotcrete. 3. Fine aggregate shall conform to the requirements of ASTM C33. 4. The dry shotcrete material must be able to be applied using an Allentown type S-2 (10), single tank, pneumatic batch gun machine. 5. The consistency of the one component dry material must contain micro silica and alkali resistant glass fibers and be capable of being applied in coatings of at least ½ inch per pass. The glass fiber shall be uniformly distributed through the mix. 6. The material must be packaged in 50 lb bags which is best suited for use within the Lake Lynn mine (see exception in Product Delivery section). 7. The material coverage should be within the range of 0.365 cubic foot per 50 pound bag. 8. The material should have a low water-to-cement ratio to provide for high compaction application. 9. Rebound should be limited to <3 percent. 10. The compressive strengths of the shotcrete material should meet or exceed the following guidelines based on the associated ASTM standard testing procedures: ASTM C109 test method Laboratory test results Compressive strengths 1 day 1,750 psi 7 day 3,500 psi 28 day 5,500 psi The flexural strengths of the shotcrete material should meet or exceed the following guidelines based on the associated ASTM standard testing procedures: ASTM C348 test method Laboratory test results Flexural strengths 1 day 400 psi 7 day 750 psi 28 day 900 psi The complete solicitation document, and reference material, if applicable, will be available for downloading at www.fedbizopps.gov on or about August 4, 2008 and quotes will be due on or about August 18, 2008. No verbal or written requests for copies will be accepted.
