- The U.S. Department of Commerce, NOAA, intends to solicit for purchase of 8 each of the Feed Supporting Waveguide, ASC Signal P/N 171747X, (formerly Andrew Corporation) NSN: 5985-01-411-7618. This item is being purchased for the National Weather Service (NWS), NEXRAD program, to be delivered to the National Logistics Support Center, Kansas City, MO. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 12, Commercial Items. BACKGROUND: ASC Signal (Andrew Corporation) brand antennas are installed at 168 Weather Service Radar (WSR-88D) radar sites. These antennas have a Feed Supporting Waveguide manufactured by the Original Equipment Manufacturer (OEM), ASC Signal (Andrew Corporation) and are required for spare stock at the National Logistics Support Center located in Kansas City, MO. The Feed Supporting Waveguide is specifically for use in the antenna installed in the NEXRAD radar system. The unique characteristics and physical form of this assembly makes it the only acceptable part for this application. SPECIFIC TECHNICAL FEATURES: This particular feed supporting waveguide is application specific and the design of the assembly is the intellectual property of ASC Signal (Andrew Corporation). Because the design is the intellectual property of ASC Signal (Andrew Corporation), neither the Government nor any other outside entity has access to the specific design features. The form, fit, and function of this assembly is driven by the design of the next higher assembly, which the antenna itself. The Government has no design rights to the antenna, but does have limited design documentation. The limited documentation carries a restriction against providing this information to any third parties without the written consent of ASC Signal. The legality of duplicating the design impacts the cost of such an effort. The NWS cannot provide a third party with design documentation needed to support the manufacture of this part. The data would have to be measured from an actual unit. It is not clear whether this would also be an infringement of ASC Signal's design right, but the costs would likely triple the costs of the units. The NWS performed a market research and found there are no substitute part numbers or manufacturers identified through the search. This is not a request for proposals and there is no solicitation available at this time. The anticipated award date shall be within 15 calendar days after the date of this publication. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, furnish detailed information concerning their capability to provide this product. Interested firms must submit support documents if providing or proposing to provide other than the specified feed supporting waveguide that meets the same fit, form and function as the specified part number. Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item. All responsible sources may submit a quote which will be considered by the Agency. This is a Government initiative that was designed by the Integrated Acquisition Environment (IAE) to replace the paper Representations and Certifications (Reps & Certs) process.
