- This procurement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, Channel Islands National Marine Sanctuary located in Santa Barbara, CA requires a contractor to provide marine operation coordination service. Background The Office of National Marine Sanctuaries exists within the National Ocean Service (NOS), and its mission is to manage a nationwide system of marine sanctuaries based on the identification and designation of special marine areas for the long-term benefit of the public. Comprehensive management plans are developed for each site to ensure their continued preservation and accessibility for current and future generations, and on-site programs for research, education and outreach, cultural legacy and resource protection are carried out to further the mission of the NMSP. SCOPE OF WORK The contractor shall serve at the ONMS Small Boat Program office in Seattle, WA, and shall provide management, safety, and operational support to the ONMS Small Boat Program Coordinator. The Sanctuaries Program has a comprehensive strategy in place to acquire, operate and maintain operational assets in accordance with targeted management plan requirements, and through protocols that are compliant with national standards and NOAA Administrative Order's for operations and safety. The contractor shall support this strategy by serving as the program small boat coordinator for all Continental United States and the Pacific Island Sites. Deliverables 1) Ensure all ONMS small boats are operated and maintained in accordance with NAO 209-125 and the NOAA Small Boat Policies and Procedures Manual, ONMS small boat maintenance requirements, and NOAA Safety guidelines. 2) Recruit ONMS Marine Operations Coordinator billets. Provide continuity in the positions by actively recruiting replacements, training new officers on their duties and responsibilities, and engaging the individuals in seeking further qualifications while assigned to the program. 4) The contractor shall provide updated reports on and be responsible for tracking of budgets for all travel, training, construction, repair and special projects that affect the ONMS Small Boat Program. 5) The contractor shall have the ability to participate in numerous training opportunities, including contracting courses, small boat safety training, risk assessment and program management instruction, as well as other training deemed relevant to the small boat program. 6) The contractor shall assist sites with the use of program-wide small boat contracts, including, captains, crewmembers, maintenance and repairs, acquisition, and training. As well as overseeing efforts of the individual Marine Operations Coordinators in tracking the training requirements for the vessels and crews. 7) Augment as an operator on various ONMS small boats as necessary to gain experience with individual Sanctuary site requirements, and to maintain current training qualifications. 8) Monitor and assist the Chief Engineer with the programs Maintenance Database. 9) Communicate with all Marine Operations Coordinators to ensure that complete and proper data is entered into the system, support preventive maintenance scheduling, and coordinate any required work to ensure that ONMS small boats are properly maintained and repaired. 10) Revise and updated assistance on the 10-year Small Boat Requirements Study, work with the individual Sanctuary sites to ensure emerging requirements are included, existing information remains current, and communicate with appropriate Planning, Programming, Budgeting and Execution representatives so they are aware of the needs reflected in the document. 11) Assist sites as a Vessel Operations Coordinator when necessary to fill in for gaps in staffing or as new boats come on line.
