Description
Naval Facilities Engineering Service Center has a requirement for the procurement of up to 6,000 Pressure Relief Valves. The associated North America Industry Classification System (NAICS) Code is 332911 and size standard of 500 employees. This requirement is unrestricted. The Government contemplates a single award Indefinite-Delivery, Indefinite-Quantity, Firm-Fixed Price. Description of Requirement: This requirement is for the procurement of up to 6,000 Pressure Relief Valves. Valves will be used to replace existing valves on POL Fuel Systems worldwide. The Specifications are as follows: Pressure Relief Valve Specification AA:a) For Liquid Serviceb) Conventional Typec) Constructed to ASME Boiler and Pressure Vessel Code Section VIII, Division 1d)UV Stamped and NB Markede) For use with JP-8 or JP-5 Jet Fuelf) Specific Gravity Range 0.775 to 0.845; Average = 0.810g) Austenitic chromium-nickel stainless steel externals and bodyh) All internal parts in contact with fuel must be austenitic chromium-nickel stainless steel or other metal containing no carbon steel, zinc, zinc coating, copper, or copper bearing materials. i) Operating Temperature: Ambient (-65 to 180 oF) j) Seat must be compatible with JP-5 or JP-8 and temperature rangek) Meets API 527 acceptance criteria for soft-seated liquid valves no leakage for 1 minute with a test pressure at the valve inlet held at 90 percent of set pressurel) Set pressure 150-270 psi (majority will be 200 psi)m) Minimum capacity 70 GPM water at 200 psi set pressuren) No lift levero) Allowed overpressure 10%p) Male NPT Inlet q) 1 Female NPT Outlet Pressure Relief Valve Specification AB:a) thru o) same as Specification AAp) Male NPT Inletq) 1 Female NPT Outlet Pressure Relief Valve Specification AC:a) thru o) same as Specification AAp) 1 Male NPT Inletq) 1 Female NPT Outlet Delivery will be within 30 days after task order award. Acceptance shall be at destination. Shipping will be to various locations both Domestic and Overseas and will be identified on individual task orders. Evaluation methodology: Offerors are required to submit price quotes, sample pricing data for shipping, manufacturers cut sheets for all specified valves, and commercial warranty terms and conditions. Quotes shall demonstrate their understanding of the governments requirement and shall demonstrate that the required valves are UV stamped and NB marked, are constructed to ASME Boiler and Pressure Vessel Code Section VIII, Division 1 standards, are capable of use with JP-5 and JP-8 Jet Fuel and conform to all specifications in the Statement of Work. The contract will be awarded to the offeror whose quote meets the Governments requirement of this solicitation that is determined to be the Lowest Price Technically Acceptable (LPTA) and offering the most favorable terms to the Government. The Government is not responsible for locating or securing any information, which is not identified in the offer. The Government reserves the right to make an award without discussions. The Government reserves the right to award on all or none basis. Solicitation will be released approximately ten (10) days after this posting is issued. Vendors, who are not registered in the Central Contractor Registration (CCR) database prior to award, will not be considered.
