Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is HSTS01-08-Q-HRM204 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-24. The associated North American Industrial Classification System (NAICS) code for this procurement is 511130 with a small business size standard of 500 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-07-28 15:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The DHS-Transportation Security Administration requires the following items, Brand Name or Equal, to the following: LI 001, As detailed above, Booklet Title / Author / Delivery Date: Nuts n Bolts Leadership by Eric Harvey and Paul Sims. Deliver on Immediately upon award, 7500, EA; LI 002, As detailed above: Booklet Title / Author / Delivery Date: Forget For Success / Eric Harvey and Steve Ventura. Deliver on December 1, 2008., 7500, EA; LI 003, As detailed above, Booklet Title / Author / Delivery Date: Ethics 4 Everyone by Eric Harvey and Scott Airita. Deliver on March 1, 2009., 7500, EA; LI 004, As detailed above, Booklet Title / Author / Delivery Date: Generations Working Together by Laura E. Bernstein. Deliver on June 1, 2009., 7500, EA; For this solicitation, DHS-Transportation Security Administration intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS-Transportation Security Administration is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. It is unacceptable to place bad faith bids, to use decoys in the www.FedBid.com process or to collude with the intent or effect of hampering the competitive www.FedBid.com process. Vendors should refer to any attachments denoting provisions governing each agency. In addition to providing pricing at www.FedBid.com for this solicitation, each Offeror must provide any required, NON-PRICING responses (e.g. technical proposal, representations and certifications, etc.) directly to Marvin.Grubbs@dhs.gov (NOT THROUGH FEDBID.COM) so that they are received at that email address no later than the closing date and time for this solicitation. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Delivery shall be made per the schedule in each CLIN. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.219-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.232-30, 52.232-33. CCR and ORCA Requirement - Company must be registered on Central Contractor Registration (CCR) and Online Representation and Certifications Application (ORCA) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. If company is not registered in ORCA, they may do so by going to OCRA web site at https://orca.bpn.gov. Leadership booklets:Condensed practical booklets that are approximately 50-100 pages in length on a wide variety of topics. Previous and suggested booklets that TSA has used successfully are identified herein and are considered as being helpful and immediately applicable to our supervisory workforce. By providing the workforce with these short, but instrumental, reading materials (or equivalent offerings) they are given the tools to gain new levels of professional skills while stepping into a supervisory role in TSAs demanding and fast-paced airports. The contractor shall ship the booklets on a quarterly basis (see attached spreadsheet for locations). The contractor will be responsible for meeting delivery deadlines set by TSA. The contractor will ship the booklets to approximately 150 drop-ship locations. Before each quarterly distribution, TSA will send an updated list to the contractor with the updated shipping addresses, if applicable. The contractor shall ship exact quantities of booklets. The number of booklets sent to each airport can change from quarter to quarter depending on the number of TSA PASS Program Rating Officials at the airport at the time the booklets are sent. Before each quarterly distribution, TSA will send updated quantities to the contractor, if applicable. The contractor shall maintain all shipments, tracking numbers, and delivery dates. Any booklets not shipped to the airports shall be sent to TSAs office of Performance Management and Improvement (PMI)to the following: Transportation Security AdministrationOffice of Human Capital 601 South 12th Street, TSA-21Arlington, VA 22202-4202 The contractor shall print the inside cover of each booklet with a customized cover letter. Before each quarterly distribution, TSA will provide the text for the cover letter to the contractor. The contractor shall be responsible for providing warehouse space to store the booklets in between the scheduled quarterly shipments. Deliverables 7,500 booklets will be mailed out quarterly (30,000 annually) to airports nationwide. While the booklets listed in each CLIN are preferred, vendors may offer equal offerings of leadership type booklets for consideration. All vendors must provide web page linkages so that TSA may evaluate all offerings. All vendors submitting bids hereunder will be evaluted on a best value basis. Best value will be determined based on the quality of the booklets offered, the vendor's capabilty to successfully deliver each shipment in a timely fashion meeting quantity requirements and proven tracking process as well as offered price. In addition to completing the FEDBid portion, each vendor must provide the following:A certification that it has a current CCR and ORCA certification.A not to exceed 2 page technical proposal identifying the types of booklets and verified quantities available it shall offer. A detailed distribution process and a viable shipment tracking mechanism / process. This portion shall be submitted in writing via e-mail to Marvin.Grubbs@dhs.gov no later than the closing date and time of this FedBid Posting. Payments shall be made by Electronic Funds Transfer. The successful contractor may invoice per each completed shipment and provide a completed tracking list to the COTR. As this is a small business set-aside using NAICS 511130. The size standard is 500 employees.
