Description
This requirement is for two paper cutters at the locations listed below: The government reserves the right to make multiple awards. Item # 1. SPECIFICATION/JUSTIFICATION FOR ACQUISITION OF 30˝” HEAVY DUTY INDUSTRIAL PAPER CUTTER FOR DAPS HILL AFB, UTAH INTRODUCTION: DAPS Bangor has received authorization and funds to replace the large industrial Polar Paper Cutter, Model 92EMC, serial number 5116351, at the DAPS Hill AFB facility. Due to the nature of the current workload, as well as anticipated future workload, the replacement paper cutter should be of a substantial enough structure to perform the required operations. TRADE-IN CONSIDERATION: DAPS HQ Business Division has mandated that we seek trade-in value on currently used equipment wherever and whenever possible. This is in accordance with DAPSI 4161.1 (paras. 4.6, 4.7 and 5. DRAFT). The item to be traded-in is: Polar Paper Cutter, 37” Size, Model 92EMC, serial number 5116351, purchase price was $32,545, and it is listed as being 17 years old. We estimate the trade-in value as being between 1% to 3%, or $325-$975 (negotiable). Vendor would have to remove item from DAPS facility, within 30 days of the installation of the new paper cutter, or sooner as negotiated. SPECIFICATIONS - Cutting Width must be at least 30˝” in order to accommodate paper stock and printed engineering drawings (w/aprons) requiring final trim - Heavy Duty, hydraulic industrial floor model paper cutter, so that varying weights and sized of paper stock can be easily cut to size; constructed of steel and/or cast iron - Clamp opening must be 4” so that a ream (500 sheets) of our heaviest stock, index can be cut at once to maximize efficiency - Paper cutter should have programming capability, in order to pre-program cuts to increase efficiency; alpha-numeric keypad, data screen, and 999 preset programming cutting memory would be sufficient. The cutting to size of various technical manuals, as smoothly and quickly as possible is required - Paper cutter should have a pre-clamp function which allows the operator to clamp paper prior to beginning the cut. As a safety feature, the pre-clamp can be foot operated, and the cutting blade would be a two hand on button operation, so that both hands and feet are away from the blade; pre-clamp should also be adjustable, so that operator can make adjustments depending on stock being cut - Work surface on paper cutter should be lighted, so that operator can position work appropriately, and improve visibility for safe operations of cutter - Backguage should be variable speed, so that operator can better control cutting, and removal of excess “cut-away” trim - SAFETY FEATURE: Because of the inherent danger in operating this type of equipment, a standard safety feature, electric eye or beam should be installed on the paper cutter between the operator and the cutting blade, so that if the beam is interrupted while a cut is being made, the blade and clamp will return to the “Up” position - For efficiency, paper cutter should have some passive or active form of notification for the operator to indicate when the blade should be changed and the cutter is in need of lubrication; this is for higher efficiency, waste avoidance and protection of the equipment (avoid overheating) - Since we have pre-existing equipment and electrical power, new paper cutter should be 3-phase, 60 Hz, 208/220 Volt, 25 Amp, UL Listed, with a 5 HP motor - Paper cutter should come with at least one blade, cutting sticks, and an operators manual - Set up and operator training is also required DELIVER ITEM TO: Document Automation & Production Service (DAPS) 6011 Gum Lane, Bldg. 1229PS Hill AFB, UT 84056-5826 POC At DAPS Hill AFB: Mr. Randy Knight, Supervisor Phone: (801) 777-7707 Item #2 SPECIFICATION/JUSTIFICATION FOR ACQUISITION OF 30˝” HEAVY DUTY INDUSTRIAL PAPER CUTTER FOR DAPS USAF ACADEMY, CO.
