- THIS IS A SYNOPSIS ANNOUNCEMENT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The 99th Contracting Squadron will be soliciting proposals for a firm fixed-price design-build contract for the repair of various facilities that formerly housed functions of a Federal Prison work camp. This acquisition is restricted to 8(a) firms located in Region 9 of the Small Business Administration (SBA); this region includes Nevada, Arizona, and California. Proposals will be evaluated under Lowest-Price Technically Acceptable (LPTA) procedures. In accordance with FAR clause 52.219-14, the awarded firm will be required to perform a minimum of 15% of the cost of the contract, not including the cost of materials, with its own employees. The estimated price range for this potential contract is between $1,000,000 and $5,000,000. The NAICS code for this requirement is 236220. Contractor shall supply all labor, supplies, materials, supervision, transportation, equipment, and all else required to complete the design to 100% and construct the repair/ renovation of a total of six (6) different buildings within Area II at Nellis Air Force Base, Nevada. The closing date and time for submission of offers will be identified in the solicitation package. It is anticipated that a solicitation will be issued o/a 6-Aug-2008, and will be posted on the Federal Business Opportunities website (FedBizOpps at http://www.fbo.gov) under solicitation number FA4861-08-R-A019. No paper copies will be issued. The following provides a more in-depth description of the requirement. Building #1, as numbered for the purpose of this announcement, includes selective demolition and renovation and is designed to the 35% (preliminary) level. The 3-story facility (includes a basement) has approximately 34,000 sq. ft., and is concrete and wood frame construction. The facility will house offices, planning rooms, briefing rooms, training rooms, restrooms, showers, lockers, storage, supply rooms, and weapons vault. Exterior work and site work is limited. Scope includes the repair, modification, and/or construction of walls, doors, finishes, HVAC, electrical, communications, plumbing, and fire protection systems. Contractor shall be responsible to repair any existing construction that is removed to allow for work. The remaining five (5) buildings also require selective demolition and renovation but have been designed only to the 10% (concept) level. Scope includes repair, modification, and/or construction of HVAC, electrical, communications, plumbing, and fire protection systems; exterior repair is also required. Contractor is responsible for the repair of any existing construction that is removed to allow for work. More specific architectural and civil requirements for each facility are as follows. Building #2 (as numbered for the purpose of this announcement): Repair/renovate facility to function as storage facility. Remove interior walls, add exterior doors, and construct new concrete pavement, concrete block walls, and metal panel shade structure for drying yard. Install drying racks inside yard. Building #3 (as numbered for the purpose of this announcement): Repair/renovate facility to house staff. Relocate several interior walls, a kitchen, add doors. Building #4 (as numbered for the purpose of this announcement): Repair/renovate facility to house life support (LS) functions. Demolish interior walls and toilets to create area for parachute storage and packing, LS storage, and an office. Building #5 (as numbered for the purpose of this announcement): Repair/renovate facility to house scuba equipment support functions. Demolish interior walls, add office and toilet room, and construct new concrete pavement, concrete walls, and metal panel shade structure for secured and covered boat storage yard. Building #6 (as numbered for the purpose of this announcement): Repair/renovate facility to function as ATV storage facility and adjust grading around facility for proper drainage.
