Description
This is a Presolicitation Announcement for ambulance services, a commercial item, prepared in accordance with the Federal Acquisition Regulation (FAR) Subparts 12, 13, and 15. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The Department of Veterans Affairs (VA), James A. Haley A. Haley Veterans Hospital, Tampa, FL, is soliciting for ambulance services for the James A. Haley Veterans Hospital, Tampa, FL. Solicitation number VA-248-08-RQ-0312 applies and will be issued as a Request for Quotations (RFQ). This procurement is subject to the availability of funds. The written solicitation issue date is on or about July 22, 2008. The ambulance service shall be responsible for an estimated 450 each Basic Life Support calls per year (est. 5,500 miles/year) and an estimated 72 each Advanced Life Support calls per year (est. 1.520 miles/year). Standard response time shall be within 45 minutes and Urgent/STAT response time shall be within 30 minutes. Contractors shall currently meet all requirements of Federal, State, County, and City code to provide ambulance service. Contractor shall be licensed by Hillsborough County, FL, and the State of Florida, as applicable. Contractor shall provide all labor, materials, vehicles, equipment and supervision to provide ambulance service for VA beneficiaries. Patients shall be transported to and from anywhere within the southeastern United States. Contractor shall provide 24/7 ambulance services 365 days/year, in accordance with terms and provisions of the solicitation, for the period September 1, 2008, through August 31, 2009, with options to extend four additional years. The North American Industrial Classification (NAICS) Code is 621910 and the business size standard is $6.5 million. Contract will be awarded to the lowest-priced, technically acceptable offeror. Evaluation criteria are price, past performance history, and technical capability.
