Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. If there is an after hour point of contact, please include in quote. (II) Solicitation FA4877-09-Q0020 is being issued as a request for quote (RFQ). Submit written offers, oral offers will not be accepted. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25, effective 22 April 2008, and DFARS Change Notice 20080513. (IV) All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. North American Industrial Classification Standard (NAICS) 561970, Size Standard $6.5 million, applies to this procurement. (V) Service Item Description: Davis-Monthan AFB wishes for services; non-personal: To provide all labor, parts, tools, materials, equipment, and transportation necessary to provide the following: CLIN 0001: 12 months of swimming pool maintenance per the attached statement of work. Maintenance and chemicals the 355th Services Outdoor Recreational Pool, Bldg 6090. CLIN 0002: 106 hours Swimming Pool Corrective Maintenance per the statement of work (attachment 1). (VI) Clause 52.232-18 Availability of Funds applies. Funds are not presently available for this contract. The Governments obligation under this contract is contingent upon availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (VII) The period of performance will be 12 months from 1 October 2008 to 30 September 2009 with four (4) additional option periods. (VIII) 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. 52.212-8, Option to Extend Services - Commercial Items applies, to this acquisition. (IX) 52.212-2, Evaluation - Commercial Items applies, offerors will be evaluated on price and capability. (X) The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items and any addenda the clause applies to this acquisition. (XII) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items to include clauses 52.219-6, Notice to Total Small Business Set Aside; 52.222-3, Convict Labor; 52.222-19, Child Labor- Cooperation with Authorities and Remedies; 52.222-21, Prohibition of Segregated Facilities; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-26, Equal Opportunity; 52.222-41, Service Contract Act; 52.225-13, Restriction on Certain Foreign Purchases; 52.232-33, Payment by Electronic Funds Transfer- Central Contractor Registration. (XIII) Additional clauses that apply to the acquisition are: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items to include 252.225-7001, Buy American Act and Balance of Payment Program; 252.232-7003, Electronic Submission of Payment Requests; 252.246-7000, Material Inspection and Receiving Report; 252.247-7024, Notification of Transportation of Supplies by Sea, and 5352.201-9101, AF Ombudsman Clause The Government reserves the right to award on a multiple award or an all or none basis.
