Description
This is a Notice of Intent, not a Request for Proposal. A solicitation document will not be issued and proposals will not be requested. The Jack C. Montgomery VA Medical Center intends to negotiate and award a contract on a noncompetitive basis to Sue Campbell, Muskogee County, OK for expert services RSA (Replacement Scheduling Application). Ms. Campbell has the following capabilities which make her imminently qualified: (1) Ms. Campbell has been responsible for coordinating all activities involving RSA (Replacement Scheduling Replacement). She has coordinated and implemented several Automated Data Processing (ADP) systems; has developed and maintained File Man applications for numerous patient VISTA Programs; and has troubleshot any problems that may occur within the various software packages. (2) She has maintained the data that impacts directly on the various workload reports in Austin Automation Center (AAC) databases. As the primary coordinator scheduling software functions, she possess an extensive expert knowledge of RSA, PIMS, Veterans Integrated Systems Technology Architecture (VISTA) packages, and personal computers necessary to provide training and assure that applications, software and equipment are utilized to maximum potential. (3) She has the analytical, planning and evaluative oversight for a variety of software programs related to the overall administration and operation of scheduling services. Ms. Campbell has played a significant role in the research and development of computer and administrative programs that are new and innovative, or in improving the effectiveness and efficiency of current service programs. She has conducted projects and studies that will have an impact on the overall functions of the services in such areas as policy development and implementation, work methodology, processes, automation, streamlining, program/service goals and objectives, personnel management, etc. (4) The RSA System Manager (RSM) is responsible for coordinating, planning, implementation, and training for staff, in RSA Knowledge and has the ability to analyze, evaluate and make recommendations on major aspects of all assigned RSA, VISTA, and commercial off the shelf computer packages. The RSM works with national computer administrators troubleshooting computer packages, which are often incomplete and require intensive development of proposed application; developing specifications, which set forth inputs, outputs, and program interrelationships. This RSM is also responsible for working with national VA trouble-shooting design and software implementation teams. (5) The RSM must have knowledge of, and skill in applying software design principles, methods, and approaches sufficient to test, debug and maintain software applications that meet technical and functional requirements. Ms. Campbell possesses a vast degree of expert technical knowledge of RSA and PIMS software so that she can assist with entry transactions on data needs, and expert knowledge to provide top management with reports about any of the clinical or administrative data elements contained in the RSA and PIMS package throughout the Medical Center. Expert knowledge of the service software is required in training employees, identifying inconsistencies, discussions with management of capabilities of computer software feasibly toward meeting their objectives, validating new programs and options, recommending changes in existing programs and modifying current programs to meet future needs.
