Description
The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center (Center) Charleston, SC, intends to issue a solicitation, utilizing the procedures at Federal Acquisitions Regulations Part 13, for the award of technical support to the National Oceanic and Atmospheric Administration (NOAA) Coastal Services Center (Center) office located at the Stennis Space Center near Bay St. Louis, MS. This support will include assistance with meeting logistics and/or facilitation for the following events; two to four community engagement workshops in support of the GOMA Resilience PIT in Florida and Texas, Resilience PIT meeting to be held on August 19, 2008 in Corpus Christi, TX., NOAA Regional Coordination Team meeting in Biloxi, MS or St. Petersburg, FL to discuss NOAA support for GOMA in the next five years. The Contractor, in consultation with Center staff and the GOMA Community Resilience Priority Issue Team, will assist with designing the process agenda, organizing workshop logistics, and conducting/facilitating the above listed workshops and meeting. Assistance with writing of the new Gulf of Mexico Alliance Action Plan with input from the Priority Issue Teams, publication layout of the plan, design, and printing tasks are also included in this Scope of Work. The Contractor, in consultation with Center staff and the GOMA will help develop text and layout for the updated Governors' Action Plan. The anticipated period of performance for this contract shall be from August 6, 2008 through August 1, 2009. This is a 100% small business set aside procurement. The North American Industry Classification System (NAICS) Code is 541690, with a size standard of $6.5 million. The Government's estimated cost for this requirement is not expected to exceed Simplified Acquisition Threshold. Solicitation and Offers: The solicitation and specifications will be posted to the Federal Business Opportunity website, www.fedbizopps.gov for viewing and downloading purposes on or about 1-2 days from the date of this notice and will close approximately 10 days after the release of the solicitation. All future information regarding this acquisition, including amendments, will be distributed solely through this website. Hard copies of the solicitation will not be available. Interested parties are responsible for downloading their own copy of the solicitation and amendments (if any) and monitoring the website to ensure that they have the most up to date information regarding the acquisition. Proposals/Offers shall be submitted in accordance with the guidelines outlined in the solicitation document. All questions resulting from this notice or the subsequent solicitation document must be submitted in writing via email to Brian.Clark@noaa.gov Reference the solicitation number in the subject line of your email. Offers and all required documents maybe submitted electronically, mail carrier, or via fax (843)740-1290, however; the Government shall not be responsible for the malfunction of electronic machinery or mail carrier error. The award will be made around August 8, 2008. Submit all documents to the NOAA Coastal Service Center Charleston, 2234 South Hobson Avenue, Charleston, SC 29405-2413, Attn: Brian Clark. Contractor must have a valid DUNS number and be registered in the Central Contractor Registration (CCR) database, with an active status, to be eligible for award.
