- The Department of Health and Human Services (DHHS) intends to negotiate with the Strategic Applications International, on a sole source basis, engage facilitators to assist SAMHSA/CSAT with planning, implementing, and preparing the proceedings for Methamphetamine: The National Summit to Promote Public Health, Safety and Partnerships in Critically Affected Populations. The period of performance will be from date of award through December 31, 2008. The Government intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1). This procurement is under the Simplified Acquisition threshold and will be awarded as a Simplified Acquisition. SAMHSA/CSAT will utilize the Contractor to help plan all aspects of Methamphetamine: The National Summit to Promote Public Health, Safety and Partnerships in Critically Affected Populations at the Hilton Washington Hotel in Washington, DC. In addition to planning activities (with significant SAMHSA/ CSAT involvement) the Contractor shall provide chief facilitation for the Summit, provide a summary report describing the successes and challenges of the conference, and recommend action plans for Federal agencies, States, and communities participating in the event based on data collected before and at the Summit. SAMHSA/CSAT is partnering with all other DHHS Operating Divisions and components of the Office of the Secretary and the Office of the Assistant Secretary of Health that address methamphetamine, and the Department of Justice’s Office of Community-Oriented Policing Services (COPS), Office of Victims of Crime, the Drug Enforcement Administration (DEA), and the Bureau of Justice Assistance (BJA). The Contractor shall report back to the SAMHSA/CSAT Government Project Officer (GPO) on their responsibilities to develop collaborations for this conference with both public and private-sector organizations. The conference will feature tracks covering the needs of methamphetamine-using Women, Criminal Justice (Incarcerated), and LGBT (Lesbian, Gay, Bisexual, and Transgender) individuals. Through plenary sessions, springboard presentations, and small discussion groups participants will learn about the latest innovations and developments related to research and services for methamphetamine-using individuals, as well as identify unmet needs. Pre- and post-conference trainings on developing welcoming services environments for the critical populations being addressed will be offered. Strategic Applications International (SAI) has developed and conducted over 20 Governor’s Statewide Summits on Methamphetamine since 2000, helping States to create comprehensive, integrated responses to the production, distribution and use of methamphetamine. SAI has refined the use of a model for these Governor’s Summits that fosters consensus, teamwork, commitment, and action from all State stakeholders. Strategic Applications International (SAI) is considered the only source because due to its experience and expertise is the only organization that can provide the services necessary in the time frame given. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise, qualifications, and experience to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as articulated above. This notice of intent is not a request for competitive proposals. No solicitation document is available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
