Description
The Department of Health and Human Services, Office of the Assistant Secretary for Preparedness and Response, Biomedical Advanced Research and Development Authority (BARDA) is seeking comments on its draft Request for Proposal (RFP) for “Building Domestic Cell-based Influenza Vaccine Manufacturing Facilities.” Responses are solicited on a voluntary basis and will be appropriately safeguarded by the BARDA. Please submit questions and comments by August 5, 2008 at 3:00 p.m. This will be a fully-competitive requirement. The NAICS code for this acquisition is 236210 (Industrial Building Construction – size standard: $31.0M). BARDA anticipates the award of one or more hybrid contracts which will contain both cost-sharing and cost-plus-fixed fee terms and conditions. The proposed contract(s) will have a five-year base period with 20, one-year options periods to cover the annual warm-base vaccine production requirements. The Government anticipates issuing the final RFP no later than September 22, 2008 with proposals due no later than November 22, 2008. The draft RFP contains mandatory criteria for eligibility. Offerors that DO NOT demonstrate that they meet these mandatory criteria for eligibility will be ineligible for award, and the proposal submitted by these Offerors will not be further evaluated. This evaluation is a subjective evaluation and will be based on the content, completeness, and thoroughness of the data submitted. In order to be considered for further evaluation as shown in the technical evaluation criteria, Offerors must fully meet all of the mandatory criteria for eligibility described in the solicitation. In accordance with FAR 52.215-03 entitled “Request for Information or Solicitation for Planning Purposes,” this draft RFP is for informational or planning purposes only. Information submitted in response to this RFI will not be treated as a proposal for the purposes of awarding a contract.
