Description
The following firms have made successful application for the A/E QVL for Facility Design in the Western Logistics Service Area: Leo A Daly; MBB; WH Pacific; USKH, Inc.; DMJM H&N/AECOM; Mead & Hunt, Inc.; URS Corporation; and Davidson & Associates. The QVL will be in effect for five (5) years (one base year plus four optional years). After approximately one (1) year, a second SIR is planned for public announcement via the internet to allow new vendors an opportunity to apply for consideration to be added to the QVL. At that time, existing vendors will be asked to confirm their continued interest to remain on the list, or opt out to the list, by responding in writing. A non-response will be viewed as lack of interest resulting in possible removal from the QVL. Also, vendors may submit a written request to withdraw from the list at any time. The FAA reserves the right to unilaterally add vendors or update the list at any time. If it is ever determined that the QVL approach is not in the best interest of the FAA, all members on the list will be provided with advanced written notice that the QVL is being terminated. Once established, the Contracting Officer (CO) will exclusively utilize the QVL for solicitations to the maximum extent possible. Another advantage of being included on the QVL is the streamlined solicitation process. Since technical evaluations will have already been established, generally only prices will need to be requested and evaluated for a specific requirement. If it is determined a public solicitation is needed for a specific requirement, then eligible vendors on the QVL will be as well. Depending on the size of the final list, the FAA reserves the right to rotate requirements among the vendors to ensure fair competition. In any event, an incumbent contractor will always be given the opportunity to compete for any follow-on requirement solicited under the QVL.
