- The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement for re-competition of the Systems Engineering and Technical Assistance (SETA) contract, W9113M-05-A-0002. The existing contract is with Morgan Research Corporation. The requirement is to provide Systems Engineering and Technical Assistance (SETA) consisting of non-personal support services for program management, planning, design, development, engineering, implementation, logistics, evaluation, sustainment, operations and support, acquisition, and ancillary services to PEO STRI and other U.S. Government agencies worldwide as well as state and local agencies. The services will include related activities in support of all aspects of providing responsive integrated and interoperable infrastructure for Simulation, Training, Testing, and Instrumentation Solutions and Acquisition Services for the Warfighters and the Nation. PEO STRI will award one performance-based Indefinite Delivery/Indefinite Quantity Contract (ID/IQC) service contract allowing for the placement of Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) or Time and Materials (T&M) task orders with cost reimbursable line items for ODC and Travel. The contract will be for a five-year total period with a one-year base period and four one-year options to extend. The resultant contract will contain an organizational conflict of interest (OCI) clause that will limit the awardee from participating in any other PEO STRI contracts. There will NOT be a Draft RFP issued. Plan for a standard 30 day response time. Questions must be submitted within 10 days of RFP release. The formal RFP is expected to be released on or about 7 August 2008. The North American Industry Classification System (NAICS) Code is 541330 with a small business size standard of $25 Mil for this acquisition. The RFP will be 100 percent set-aside for small business and will therefore contain FAR clause 52.219-14. This pre-solicitation notice is for information purposes, does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government, nor will the Government pay for proposal costs.
