- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute on Mental Health (NIMH) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with McGill University, 845 RUE SHERBROOKE, Montreal, Canada, for continual help desk support for users of the National Institutes of Health MRI data repository. In addition, McGill University will derive cortical thickness and gyrification measures from the existing structural MRI data for all subjects where feasible for the youngest subjects (e.g., infants) due to the lack of adequate contrast in the MRI scans. McGill University has data from NIMH’s multisite, longitudinal neuroimaging study of normal, healthy brain development. The data is consolidated from 6 pediatric study centers into a database developed by McGill University. McGill University has developed software for deriving cortical measurements in an automated fashion on large-scale database. It is anticipated that the period of performance will be 12 months. The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
