- This solicitation is a 100% set-aside for small business concerns. The small business size standard classification is NAICS 541370 ($4.5M in annual receipts). Services include, but are not limited to, professional Geographic Information System (GIS) services and applications in the Pacific and Indian Ocean area. Tasks performed under this contract include, but are not limited to, collection of data through remote sensing techniques (e.g. satellite imagery, LIDAR) and digital orthophotography, creation of vector data through feature extraction, research of records and field data collection (e.g. use of conventional surveying techniques, Global Positioning Systems, ground penetrating radar, etc), update and maintenance of Geographical Information Systems (GIS) data, research and population of metadata, training of personnel, documentation of GIS data as well as preparation of user guides and manuals on using the GIS software deliverables, writing of technical reports pertaining to GIS systems development and needs, database design and development, data modeling, database administration, on-site support, development and/or implementation of geographic information system applications for various systems and uses, base map to GIS interface customization, floor plan preparation to support space planning and space management efforts, incorporation of digital aerial images/aerial mapping into the GIS, the ability to provide photogrammetric mapping services, development of Graphical User Interface (GUI) front-ends, development of GIS web-based technology and the electronic integration of graphic, narrative, pictorial, and tabular data. These technical services for the application of GIS may be requested by the Department of the Navy, Naval Facilities Engineering Command, Pacific (NAVFAC Pacific) for projects and activities at various locations in the Pacific and Indian Ocean Area. The Contractor/subcontractor shall be able to conduct training in English as well as the local language (Japanese and Korean). The Contractor/subcontractor shall be able to provide documentation in English as well as the local language (Japanese and Korean). Sub-Contracting firms must be licensed to do work in the NAVFAC Pacific Area of Region (AOR). GIS features and systems development may include, but are not limited to, utilities (potable water, wastewater, storm water, electricity, steam, natural gas, fuel, telephone, fiber optic, compressed air, etc.), recreation, waterfront & pier, communication, natural resources, geology and landform (i.e. contours), hydrography, forestry, cultural, cadastre, transportation (roads, airfield, etc.), structures, environmental hazards (hazardous waste, air emissions, installation restoration, noise contours, etc.), military operations (training, security, air, etc.), land use/planning, and real estate. In addition to services described above, work during the life of the contract may also include conversion of spatial and tabular data into specified file formats. GIS Software deliverable formats, which can be required, include, but are not limited to GeoDatabase, AutoCAD, Oracle, Access, and dBase. The Contractor should have knowledge of Navy Marine Corps Internet (NMCI) standards and requirements. The Contractor may also, on occasion, be tasked to provide the services described herein to any DoD or other Federal agency activities outside the NAVFAC Pacific AOR. These projects will be assigned on a case-by-case basis as approved by the Contracting Officer. It is anticipated that most work will be in the NAVFAC Pacific AOR. The selected A-E may be required to participate in a pre-fee meeting within seven days of notification and provide a fee proposal within ten days of the meeting. The contract will be of the Indefinite Quantity type where the work will be required on an as needed basis during the life of the contract providing the government and contractor agree on the amount. Each project contract will be a firm fixed price A-E Contract. The Government will determine the delivery order amount by using rates negotiated and negotiate the effort required to perform the particular project. The contract term will be a base year and two one-year option years. The Government reserves the right to exercise the option years to extend the contract term. The annual fee for any year may not exceed $2,000,000 and per project limitation is $350,000. The total fee for the contract term shall not exceed $5,000,000. The Government guarantees a minimum of $10,000. There will be no future synopsis in the event the options included in the contract are exercised. Estimated date of contract award is November 2008. Proposals may be subject to an advisory audit performed by the Defense Contract Audit Agency. The following selection evaluation criteria, in order of importance, will be used in the evaluation of A-E firms: (1) Professional qualifications of firm and staff proposed in the development and implementation of Geographic Information System (GIS) applications for various feature systems; GIS database and systems development; knowledge of Navy regulations and standards; Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE); Federal Geographic Data Committee (FGDC) Metadata standards; ESRI certified trainers; and professional registration of the engineering and surveying staff. (2) Specialized recent experience (within the past 3 years) and technical competence of firm or particular staff members proposed in GIS feature and system development for federal facilities, utilizing databases, AutoCAD, ArcInfo, ArcIMS, and GPS data survey. Must also provide documentation verifying sub-contractual status with a firm with photogrammetric capabilities for obtaining, registering, rectifying, and mosaicing aerial photography and satellite imagery and use of LIDAR. (3) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (4) Capacity to accomplish the work in the required time. (5) A-Es quality control program experience. (6) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. (7) Volume of work previously awarded to the firm by the Department of Defense shall also be considered, with the object of effecting an equitable distribution of Department of Defense A-E contracts among qualified A-E firms and firms that have not had Department of Defense contracts. Include a summary of qualifications in narrative discussion addressing each of the above selection evaluation criteria on the SF 330, Part 1, Section H. If necessary, continue on plain bond paper. For selection criterion (3), the government will also evaluate each firms past performance and performance rating(s) from the Architect-Engineer Contract Administration Support System (ACASS) during the evaluation process, which can affect the selection outcome. The Federal Acquisition Regulations (FAR) will require the use of On-Line Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. Offerors are required to complete the ORCA on-line via website http://orca.bpn.gov. Refer to FAR Clauses 52.204-7 Central Contractor Registration (JUL 2006) and 52.204-8 Annual Representations and Certifications (JAN 2006). The selected firm, its subsidiaries or affiliates that design or prepare specifications for a construction contract cannot provide the construction services for the same contract. This includes concept design, which includes preparation of project programming documents (DD1391), facility sitting studies, environmental assessments, or other activities that result in identification of project scope and cost. The prime firm and consultants for this contract will be required to perform throughout the contract term. A-E firms meeting the requirements described in this announcement are invited to submit a completed Standard Form 330, Architect Engineer Qualifications. This address is for all deliveries, including US Mail, courier service and/or personal delivery services; no other address is acceptable. The delivery address is inside a military installation, therefore, strict securities measures are in force; anticipate delays. Interested firms must allow sufficient time for receipt of submission. Consultants to the prime A-E firm are required to submit only Part II of the SF 330. This solicitation requires all interested firms to have an email address. Notifications will be via email, therefore, email address must be shown on the SF 330, Part 1, Section B8. Two copies of your SF 330 are required: One paper copy and one electronic copy on a CD. Firms responding to this announcement by Monday, August 25, 2008 will be considered. Firms must submit forms by 2:00 p.m. Hawaiian Standard Time (HST). This is not a request for a proposal.
