Description
This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of National Oceanic Atmospheric Administration, National Marine Mammal Laboratory located in Seattle, WA require the services of a contractor to provide support for Bowhead Whale Feeding Ecology Study in the Western Beaufort Sea. The goal of this study is to facilitate mitigation of future oil and gas development by estimating relationships among bowhead whale prey, oceanographic conditions, and bowhead whale feeding behavior, with emphasis on identifying predictable aspects in those relationships. The five principal objectives of BOWFEST are to: 1. Document patterns and variability in the timing and locations of bowhead whales feeding in the western Beaufort Sea. 2. Estimate temporal and spatial patterns of habitat use by bowhead whales in the study area. 3. Document bowhead whale prey distributions and abundance in the immediate vicinity of feeding bowhead whales as well as in neighboring areas without whales. 4. Document “fine scale” oceanographic and other relevant environmental conditions both near feeding bowhead whales and in neighboring areas without whales. 5. Characterize oceanographic features on a “coarse scale” relative to the study area. A part of the research program includes a behavioral study of whales. Approaches to bowheads will be made when concentrations of whales are seen exhibiting apparent feeding behavior. There are three principal objectives in support of this research: 1. Gather distribution data on bowhead whales in the study area via boat-based surveys before the oceanographic and aerial surveys start on 15 August. 2. Document bowhead whale prey amounts and types in the stomachs of whales landed during the subsistence hunt of bowhead whales. 3. Document basic behavior of feeding whales from a boat-based platform Contractor will be required to coordinate communication efforts and serve as a liaison between BOWFEST researchers and the community of stakeholders concerning bowhead whales, and take the lead on conducting some specific Tasks of the greater BOWFEST program as follows: Task 1- Whale observations and photographs via boat Task 2- Whale tagging Task 3- Stomach prey sampling Task 4- Digestive efficiency Quarterly and annual reports will be delivered to NMML who is coordinating the overall bowhead whale feeding study. NMML will in turn pass on the comprehensive reports to MMS. A final report with the findings from the 2008 studies will be completed within 6 months after the end of the field season. Results will be forwarded to NMML. This report will be sufficiently comprehensive to meet scientific peer-review criticism, but it will also be written and represented in a manner understandable by the Native people on the North Slope.Due to the nature of work, the government anticipates awarding to a contractor in Barrow, Alaska or local commuting area. A firm-fixed price contract will be issued with period of performance of twelve months from date of award. All interested concerns must submit a quotation and documentation demonstrating their qualifications to provide services as described above within fifteen (15) days of the publication date of this notice.
