Description
This announcement is being prepared in accordance with FAR 5.203(b) for commercial items, for a solicitation and potential award following procedures found at FAR Part 12.203 and FAR13.5. The US Fish and Wildlife Service, Alaska Region, has a requirement for a modular approximate 20 x 21 foot floating dock system to be provided to the Yukon Delta National Wildlife Refuge in Bethel, Alaska. The contractor will be required to provide a full dock system with all connectors, bolts, screws, connectors, and all that is required to construct the modular dock. The full dock system shall be shipped in individual pieces to FOB Bethel, Alaska. Once the individual dock pieces arrive in Bethel, it will be transported via a Government owned DeHavilland Beaver floatplane to a remote site on Kanagayak Lake and assembled by Government personnel. It is imperative that the dock system provide be able to connect to the existing gangway/ramp at the site. The existing system possessed by the Government was manufactured and provided by SuperDeck Dock Systems in approximately 2002. The minimum specifications for this requirement are as follows:1.SuperDeck Floating Dock System, or equivalent2.The dock shall be designed with five foot square modular units, approximately 42 inches x 42 inches to facilitate interchange ability, flexibility of design, and maintenance ability.3.Free-board variety.4.The modular dock components shall be of the floating variety.5.Floatation shall provide between 9 and 11 inches of freeboard under dead-load and 20 psf uniform live load.6.The deck surface shall be able to resist a punching shear stress of 150 psi or greater.7.The floating structures shall be designed to resist a 400 pound concentrated vertical load at any point on the deck surface without violation of the freeboard design.8.The dock shall float under dead load conditions.9.Floatation and all materials shall consist of 100% virgin grade material.10.Floatation shall be ultra-violet stabilized with linear low-density pre-molded shell with compartmentalized air for secondary floatation.11.Floatation units shall be of one-piece rotational molded structure and designed to provide between 4 and 1/4inch square grooves for utilities, or equivalent.12.Floatation units shall be of the low-maintenance variety.13.Floatation units shall be designed to be part of the modular dock units as listed in item #1 above.14.Floatation units shall be designed to maintain buoyancy if structurally damaged.15.Environmentally friendly materials are preferred.16.The modular pieces of the dock shall be so that when connected the entire structure moves as one when water levels rise and fall.17.Connections shall be so that individual modular units can be moved separately and not require the entire dock to be moved as one. This requirement is a total small business set-aside under NAISC Classification Code: 444190 which has a business size standard of 500 employees. The Product service Code for this requirement is: 9390. The solicitation for this requirement shall be issued on or about July 23, 2008 with a response date of July 30, 2008 at 2:00pm.
