- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This request is being issued as Request for Proposal N1448080038. The Federal Acquisition Regulation (FAR) clauses and provisions enclosed within are those in effect through Federal Acquisition Circular (FAC) 2005-21. FAR clauses and provisions are available through Internet access at http://www.arnet.gov/far. The National Park Service encourages the participation of disadvantaged and women owned business enterprises. The North American Industry Classification System (NAICS) code is 33591. The small business size standard is 500 employees. The Government anticipates making a single award for this solicitation, vendors must submit a proposal on all items for their proposal to be considered. The following is a description of the requirements for this acquisition. CLIN 0001 Photovoltaic Batteries, per the following specifications 1 job ______________________ Bidders must review and comply with the FAR Provisions or Clauses that apply to this solicitation. This information is available on the Internet at http://www.arnet.gov/far. The following clauses or provisions are specifically referenced and are required in the response to this solicitation: 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS; 52.212-2, EVALUATION-COMMERCIAL ITEMS - Evaluation factors include [a] price; [b] past performance supported by documentation and three references. Past performance shall be equal to price in importance; 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, a completed copy of the provision at 52.213-3 must be submitted with the bid/offer. NOTICE OF IMPORTANCE: As part of the E-Government integrated Acquisition Environment (IAE) initiative through the Federal Government, all vendors must be registered on the Central Contractor Registration (CCR) website (www.ccr.gov). Failure to register at CCR and update your vendor record, will adversely affect your firm receiving payments in a timely manner. Scope of WorkReplace Dangling Rope Photovoltaic Batteries 1.GENERAL PROJECT DESCRIPTION. "Replace Dangling Rope Photovoltaic Batteries" shall include the replacement of batteries per attached specifications (792 cells consisting of 4 strings of 198 cells).2.INTENT OF THE PROJECT. The intent of this project is to replace and upgrade the existing Dangling Rope photovoltaic batteries in order to sustain and extend the life of the Dangling Rope electrical system.3.DESCRIPTION OF EXISTING ELECTRICAL SYSTEM.The solar power system at Dangling Rope Marina is a large stand alone photovoltaic power generating system and is now a national show piece that produces electrical power up to 250 KW DC furnishing power for residential housing, boat pump-outs, a commercial fuel dock, a marina, wastewater lift stations, maintenance shops and a general store.The Dangling Rope Photovoltaic Hybrid power system consists of 150 KW of Photovoltaic array power, 250 KW propane generators, 3.8 Mega Watt Hour of stored energy, a 525 VDC battery bank, a 250 KW hybrid inverter, electronic control circuitry, and battery charge power. This system works with DC voltages up to and in excess of 600 volts.This project replaces 132 each DEKA batteries containing 792 cells consisting of 4 strings of 198 cells. 4.SPECIFIC PROJECT SCOPE OF WORK ITEMS.a.Battery Application.1)Batteries shall be used for energy storage in a photovoltaic hybrid power plant and shall be repeatedly discharged to 40% SOC. The battery can be, on rare occasions, discharged to 10% SOC.2)Battery voltage and temperature are monitored (at one location) by the power plants control system.3)Battery state of charge is determined by battery voltage and can be temperature and current compensated to meet the requirements of the manufacturer.4)Battery bulk charging is performed by holding the battery at a constant voltage (specified by the manufacturer) and finish charging by monitoring the battery taper current (also specified by the manufacturer).5)Battery equalization is performed by holding battery at a constant voltage (as specified by the manufacturer) for a set duration of time or current level. b.Battery Physical Criteria.1)Batteries shall in some manner possess a secondary containment for Electrolyte.2)Battery module interconnections shall be capable of the currents listed below.3)Batteries shall sit directly on the battery building floor (i.e., concrete) or the battery manufacturer shall supply racks, if required.4)Batteries shall be used in a high voltage application and shall not be in metal trays/cases. If racks are supplied, racks must be made out of a non-conductive material, or coated with an approved non-conductive material.5)If batteries are flooded, batteries shall be supplied with a flip-top cap for easy watering. c.Battery Capacity.1)Total battery shall be not less than 7000 A-H.2)Batteries shall be comprised of 4 separate strings.3)Batteries shall be 396 VDC (2.00 Vpc) nominal (i.e., 198 cells in series).4)Batteries shall not require greater than 510 VDC (2.58 Vpc) for any battery function.5)Battery full discharge shall not be below 340 VDC (1.72 Vpc).6)Each battery string shall be capable of supplying 400 amps continuous and 600 amps for 5 minutes.d.Battery Environmental Issues.1) Battery temperature shall operate at 0 - 50 degrees Centigrade.2)Battery room temperature may vary as much as 10 to 38 degrees Centigrade.3)Battery room may experience 0 - 95% humidity condensing.e.Battery Installation.1)The project installation site is located at Dangling Rope Marina, accessible only by boat, 40 miles from the Wahweap Marina, Page, Arizona. 2)On-site technical support by the manufacturer's representative is to be provided to endure a proper installation.3)All installation procedures will be performed at the same time by the manufacturer or authorized representative.4)The Government will be responsible for the transportation of the new and old batteries to and from the project site to the NPS receiving site (Wahweap Warehouse, Page, Arizona). The Contractor shall be responsible for transporting the new batteries to the NPS receiving site and the hauling away of the old trade-in batteries from the receiving and pickup site. 5)It is encouraged for all bidders to perform a site visit and system evaluation prior to bidding. Any changes required to the system or operation to meet the contractor's battery warranty requirements and/or operation criteria shall be clearly identified in the bid. Any bid submitted that is silent regarding the system design, function and operation shall be expressly understood as a complete and total acceptance that the existing conditions, and are fully acceptable to meet the contractor's battery warranty requirements. f.Battery Testing.1)The Contractor shall test the batteries, using a load bank, after installation to ensure a proper and efficient operation as a part of the electrical system at Dangling Rope. At a minimum, testing shall include system voltage, cell voltage, specific gravity, and temperature taken on the same day and as close as possible to the end of an equalization of the batteries.2)The Contractor shall immediately replace any cells termed as bad and not meeting contract specifications from this initial testing. g.Battery Warranty. The battery manufacturer shall supply a written warranty stating:1)Batteries shall be considered as failed at 60% demonstrated capacity of manufacturer's nameplate.2)The manufacture shall warrant full replacement for 2 years from the start date of battery operation.3)The manufacturer shall warrant prorated replacement for an additional 4 years above the full replacement warranty for a total of 6 years. h.Battery Trade-In.1) The National Park Service purposes to trade-in the existing 132 each DEKA Solar Photovoltaic Batteries, Battery Type 6-M100-33 (Service weight: 1537 lbs (697 kgs); Nominal Voltage: 12 volt; Rated 6 Hr. AH Capacity: 1600; Full Charge Specific Gravity: 1.245 - 1.255) for credit to the contract. Each battery contains 6 cells. Total weight of trade-in batteries is an approximate 217,800 pounds. Contractor is required to verify battery weights for shipping purposes.2)The Contractor shall be responsible for removal and disposal of existing batteries from Dangling Rope to the NPS Wahweap Warehouse (NPS receiving station) located near Page, Arizona within an approximate one (1) month after installation of the new batteries. The barging operation to barge existing batteries to Wahweap is estimated to take 3 weeks to accomplish. i.Operations and Maintenance Manuals. 1)The Contractor shall provide the Government with, at a minimum, four (4) copies of the project Operations and Maintenance (O&M) manuals. Contractor shall ensure that the project O&M manuals include:"Battery cut-sheets."All battery warranties."Battery maintenance and testing requirements to include detailed procedures of all required maintenance and testing in order to sustain battery efficiency, operations and warranties."A detailed listing of all required Trace Technology Inverter PPV-250 charge system control panel settings required for the safe and most efficient operation of the batteries, as a part of the system, within the perimeters of the project specifications."Points of contact for warranty, repair, and/or replacement requirements.5.GOVERNMENT FURNISHING MATERIALS AND EQUIPMENT. a.Mobilization / Demobilization of Contractor to Project (Job) Site. 1)Barging Operations.a)Information of General Barging Operations."NPS barges have a hauling capacity of up to 40,000 pounds. Number of trips required can be gotten by dividing the total weight by the carrying capacity of the barge."Typically it takes a barge an approximate 5 hours operating time from Wahweap to Dangling Rope. Barge trips needs to be consolidated as much as possible to lessen fuel, personnel and the overall cost for the operation. For example, a load bank used in the testing of the batteries can be barged at the same time as the last load of batteries. "The Contractor shall schedule desire barge loads (i.e., hauling of a load bank to Dangling Rope for battery testing) through the project Contracting Officer's Representative.b)Government Responsibility for the Hauling of the Batteries to Dangling Rope. The Government shall be responsible for the transportation of the batteries to and from the project site. The Government shall transport the batteries from the Wahweap Warehouse (NPS receiving facility for the batteries) to the Dangling Rope staging area at the Dangling Rope Battery Building upon receipt of batteries at the NPS receiving station.c)Government Responsibility for the Hauling of the Batteries from Dangling Rope. The Government shall be responsible for the transportation of the old batteries to Wahweap Warehouse (NPS receiving station). 2)Boating Operations. a)General Information of Boat Operations. Dangling Rope is located an approximate 40 miles up lake from Wahweap and is only accessible by boat. On an average, it takes a fast boat an approximate 1hr and 40 minutes per one-way trip or 3 hours and 20 minutes for a round trip from Wahweap to Dangling Rope and back. b)Government Responsibility for Transporting Contractor Personnel. The Government will be responsible for transportation of personnel for one round trip to and from the project site. Boats shall operate between the hours of 0600 and 1630 hours daily.3)Government Housing. Housing may be available on a first come - first use basis. A 3-bedroom Government housing dorm may be available upon request from the Contractor while working at Dangling Rope. a)The Contractor shall be responsible for the daily housing rate of approximately $10.34 per day per person. b)The Contractor shall also be responsible for adhering to all GLCA housing regulations while renting housing units at Dangling Rope. c)Contractor must request, in writing through the Contracting Officer's Representative to the GLCA Housing Officer, for the use of any government housing unit. Housing shall be available on a first come - first use basis. 4)NPS Assistance in the Installation of the Batteries. 3)The Government shall remove the old batteries and place the new batteries in position. 4)National Park Service personnel will provide minor assistance in the installation.6.EVALUATION FACTORS FOR AWARD. An award will be made to the responsible offeror whose proposal conforms to the solicitation requirements and provides the "BEST VALUE" to the Government considering the evaluation factors stated below.a.Relative Importance of Evaluation Factors:All evaluation factors other than price, when combined, are approximately equal to price. The Government may elect to accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the additional cost.Non-price factors are listed in descending order of importance.b.Price:A price evaluation will be performed to determine the reasonableness of the proposed price. Reasonableness will be determined considering other competitive prices received and a comparison to the independent Government estimate.Except when it is determined not to be in the Government's best interest, the Government will evaluate Offeror's pricing as follows:"Prior to opening of proposals, the Government will determine the amount of funds available for the project."Evaluated prices shall be determined by the total price for all the base proposal line items.c.Non-Price Factors:1) Past Performance of the Contractor:Past performance is a degree to which a Contractor has satisfied its customers in the past. The NPS will evaluate past performance based on Contracting references provided by the Offeror, The Government's knowledge of Offeror's past performance, and /or information obtained from any other source.Indicators of past Contractor performance shall include, but not limited to:"The Contractor's record of executing and completing similar Contracts of this scope and magnitude in the past."The ability of the Contractor to execute this contract within the specified terms of the contract."Contractor's responsiveness, in the past, to battery warranty issues. Offerors are instructed to provide a list of 10 past contracts/projects that they consider similar in nature to the project proposed by this solicitation. Each contract/project should list a description of services provided, location of service, dates of service, and name of client with phone number and person to contact. Contact person should have knowledge about the Offeror's ability to meet requirements of this contract. Offerors may provide information on problems encountered on the identified contracts/projects and the Offeror's corrective action.2)Past Performance of the Batteries:Past performance is a degree to which the batteries has performed and/or satisfied its customers in the past. The NPS will evaluate past performance of the batteries based on contracting references provided by the Offeror. The Government's knowledge of Offeror's past performance, and /or information obtained from any other source.Indicators of past battery performance shall include, but not limited to:"How well your batteries have performed in the past and how satisfied were your customers."The ability of batteries to perform continually at peak efficiency for the life of the battery (i.e., Seven (7) years) as specified in this contract."Overall battery performance expected under the condition at Dangling Rope in relation to the mission or task requirements as determined by past battery performance. Offerors are instructed to provide a list of 10 past contracts/projects that they consider similar in nature to the project proposed by this solicitation. Each contract/project should list a description of services provided, location of service, dates of service, and name of client with phone number and person to contact. Contact person should have knowledge about the Offeror's ability to meet requirements of this contract. Offerors may provide information on problems encountered on the identified contracts/projects and the Offeror's corrective action.3)Prior Experience: "Prior Experience" is differentiated from "Past Performance" in that this is factual, documented, information about specific work the Contractor has performed, which indicates their ability to accomplish the work.Provide information regarding projects which the Offeror has completed within the last 10 years. The provided information should demonstrate the Offeror's ability to effectively manage each of the following items:"Similar Projects: Demonstrated experience, as the Prime Contractor, successfully completing similar projects in scope, size, location, and Government procedures."Quality Control."Project Scope Changes."Schedule Control."Environmental Issues: Sustainability, Hazardous Materials, and Green product practices.
