- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ); the solicitation number is N61331-08-T-0062. The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a firm-fixed price order based on the following: technically acceptable offer with the lowest total cost for the listed items, who can meet the required delivery date of 8 August 2008, is a Certified Cisco Partner, and provides all required information requested below (items 1 through 9). The Government intends to award all line items to one vendor. These specific CISCO products are required for the continued deployment of the Deployable Joint Command and Control system, and are a standard part of the system configuration. No substitution of parts is allowed. Only new items will be accepted, no used or refurbished material should be quoted. This procurement will be issued using the Authority of the Test Program for Commercial Items, Section 4202 of the Clinger-Cohen Act of 1996. The following is being procured: CLIN 0001: Four (4) each Catalyst 3750 48 10/100/1000T + 4 SFP Enhanced Multilayer, part number WS-C3750-48TS-E with items 0001A and 0001B installed and included at no additional charge. 0001A: Four (4) each CISCO Stackwise 1M Stacking Cable, part number CAB-STACK-1M; 0001B: Four (4) each AC Power Cord, part number CAB-AC. CLIN 0002: Four (4) each SmartNet 8x5xNBD CAT 3750 48 10/100/1000T + 4 SFP EN, part number CON-SNT-3750GTE. CLIN 0003: Four (4) each Catalyst 3750 12 SFP Enhanced Multilayer Image, part number WS-C3750G-12S-E with items 0003A and 0003B installed and included at no additional charge. 0003A: Four (4) each CISCO Stackwise 1M Stacking Cable, part number CAB-STACK-1M; 0003B: Four (4) each AC Power Cord, part number CAB-AC. CLIN 0004: Four (4) each SmartNet 8x5xNBD CAT 3750 12 SFP Enhanced Multilayer Img, part number CON-SNT-3750G12E. CLIN 0006: Four (4) each IPS AVC, AR NBD ASA5540 W AIP-SSM-20, 4GE + IFE, 3DES/AES, part number CON-SU1-AS4A20K9. CLIN 0007: Four (4) each CISCO Redundant Power System 2300 and Blower, no Power Supply, part number PWR-RPS2300, with items 0007A thru 0007D installed and included at no additional charge. 0007A: Four (4) each Catalyst 3750-E/3560-E 750WAC Power Supply, part number C3K-PWR-750WAC; CLIN 0007B: Four (4) each AC Power Cord, 16AWG, part number CAB-16AWG-AC; 0007C: Four (4) each RPS2300 Cable for Catalyst 3750E/3560E Switches, part number CAB-RPS2300-E; CLIN 0007D: Four (4) each Bay Insert for CISCO Redundant Power System 2300, part number BLNK-RPS2300. CLIN 0008: Four (4) each SmartNet 8x5xNBD PWR-RPS2300, part number CON-SNT-RPS2300. NAICS CODE IS 334119. Small Business Size Standard is 1000 employees. FSC is 7025. The items will be delivered to the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Ave, Panama City Beach, FL 32407-7018 no later than 8 August 2008. This solicitation document and incorporated clauses and provisions are those in effect through the Federal Acquisition Circular 2005-08, effective 5 January 2006. INSTRUCTIONS: The provision at 52.212-1, Instructions to Offerors Commercial Items applies to this acquisition. It is requested that the offeror submit a proposal in accordance with the format and content specified. Submit signed, dated offers to stacy.figlinski@navy.mil, no later than 3:00pm (CST) 29 July 2008. AS A MINIMUM, OFFERS SHALL INCLUDE: (1) RFQ number; (2) offerors name, address, point of contact, phone and fax numbers, e-mail address; (3)offerors DUNs number, CAGE code and TIN number; (4) documentation that shows the offerors current active registration in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database will make the offer ineligible for award; (5) offered delivery time (no later than required delivery date of 8 August 2008); (6) completed copies of FAR 52.212-3 and DFAR 252.212-7000; (7) past performance data of the last three sales for the same or similar item (for each referenced contract number include: the contract number, dollar value, date of sale, organizational name, point of contract, address, phone number and e-mail; (8) in lieu of Past Performance data, offeror can include a copy of the current catalog or established price list for the item covered by the offer, or a statement that such catalog or established price list: is regularly maintained; is published or otherwise available for inspection by customers; states the prices at which sales are currently made to a number of buyers, a statement that such items are commercial items sold in substantial quantities to the general public, at the prices listed in the above mentioned catalog or established price list; a statement that the quoted prices, including consideration of any discount or rebate arrangement, do not exceed prices charged the offerors most favored customer for like items in similar quantities under comparable conditions; (9) proof that offeror is a certified Partner with Cisco and a statement that all items quoted are new. OTHER TERMS AND CONDITIONS: The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Oct 2004) applies to this solicitation. The following clauses are applicable: 52.222-3, 52.222-121, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-19, 52.232-33 and 52.247-34. The clause at DFARs 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Sep 2004) (Deviation) applies to this acquisition.
