Description

The purpose of this amendment is to: 1. Delete in its entirety the Statement of Work Dated 2 July 2008 and replace it with Statement of Work dated 23 July 2008 incorporating option service for system upgrades. 2. Change the Basis of Award to: “The award of any contract as a result of this effort will be based on an inegrated assessment of each proposal against the three (3) evaluation factors: (1) Price, (2) Technical Capability and (3) Past Performance. All factors are of equal importance. NOTE: For purposes of award, price will be based on total for all 3 years (Base plus two (2) option years), plus option service for system upgrade. 3. Delete the Bid Schedule in its entirety and replace with the Bid Schedule dated 23 July 2008. 4. Change the Response Date from 30 July 2008 to 15 August 2008. Solicitation for Commercial Items/Services for Pelco Video Surveillance System Maintenance Description This is a solicitation for commercial items prepared in accordance with the format in FAR Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments or other information pertaining to this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20080513. See http://farsite.hill.af.mil/ for the full text of all provisions and clauses incorporated by reference herein. This solicitation is unrestricted. The NAICS code is 561621 and small business size standard is $11,500,000 average annual revenue. The contractor shall provide the following items on a firm fixed price basis: Pelco Video Surveillance System Maintenance for the Air Force Research Laboratory, Rome Research Site, Rome, NY in accordance with the attached Statement of Work dated 2 July 2008. The period of performance is for 12 months with two (2) option years beginning 1 September 2008. The place of delivery, acceptance and FOB destination point is AFRL, Rome Research Site, Rome, NY. There will be a SITE VISIT scheduled for 10:30 EDST, 17 July 2008 at the Rome Research Site. The street address is 525 Brooks Rd., Rome, NY 13441-4505. Parties interested in attending the site visit must contact Janet Sheehan at (315) 330-2001 or at Janet.Sheehan@rl.af.mil.no later than 5:00 PM EDST 14 July 2008. Instructions to Offerors are as follows: (a) Quotes are due at or before 3:00 P.M. 30 July 2008. E-mail quotes to Janet.Sheehan@rl.af.mil.. (b) Offerors shall submit the following: (1) A quotation on a firm fixed price basis. (Use the attached Bid Schedule when submitting quote). (2) Proof of Technical Capability (i) Resume of key personnel (ii) Proof that personnel assigned for work on this contract are certified as qualified PELCO technicians that are professionally trained and certified for security camera system installation and maintenance. (iii) Approach to meeting the response times specified in the Statement of Work. (3) Proof of Past Performance—offerors shall provide past information for work cited above to include contract numbers, project titles, dollar amounts, points of contact, and telephone numbers showing evidence of experience within the past three (3) years. Past performance information must include work similar in magnitude and scope to include: experience in the maintenance of Pelco Camera Surveillance Systems. (c) Central Contractor Registration. Offerors must be registered in the CCR database to receive a contract award. If the offeror does not become registered in the CCR database within 4 days after receiving notification from the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered offeror. Basis for Award The award of any contract as a result of this effort will be based on an integrated assessment of each proposal against the three (3) evaluation factors: (1) Price, (2) Technical Capability, and (3) Past Performance.
