- SUBJECT: AUTOMATED GONIOMETER MODEL 5.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No. DE-RQ26-08NT000791 the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), Pittsburgh, PA, for delivery to our site in Morgantown, WV intends to purchase a GEONIOMETER MODEL 5 with the following specifications: (Quantity of 1 each) The need is for a fully automated goniometer capable of operation at elevated temperature and relative humidity. The instrument must be capable of contact and surface tension measurements using the pendant drop, inverted pendant drop, sessile drop, and captive bubble methods. It must be capable of measuring and calculating contact angle, surface energy, surface and interfacial tension. In particular, the goniometer must provide a contact angle range from 0 to 180 at a resolution of at least 0.01 with an accuracy of at least +/- 0.10. It is to image the drop via an IEEE1394 digital camera using, at a minimum, a CCD 1/2 sensor operating at a minimum of 400Mbps and 60fps. It must be equipped with a backlighting illuminator. The goniometer is to be equipped with an automated, software-driven, tilting base that permits precise tilting between 0 and 90 and allows the automated measurement of the increase in the contact angle hysteresis as the tilt angle increases as well as the final roll-off angle. The goniometer is to be equipped with an automated, software-driven, dispensing system for precise automated dispensing of liquid drops. The delivery system must be capable of dispensing drops in increments as small as 0.02 L at a resolution 0.01L and an accuracy of +/- 0.002 L. It must be capable of being programmed for dynamic studies such as advancing and receding studies as mentioned above. The goniometer shall capable of automated operation while using an environmental chamber to control temperature and humidity. The environmental chamber, which is to be supplied by the vendor, shall provide, at a minimum, temperature control between ambient and 230 C without humidity control and temperature control between ambient and 95 C with simultaneous control of humidity and between 0 and 100%. It shall be equipped with cooling and gas ports. The software program must automate the measurement of surface tension and contact angle. The type of measurement, number and timing, calibration, data presentation and analysis are all to be controllable within the program, and the exchange of data with other programs must be accomplishable using standard Windows procedures. Measurement capabilities are to include the following: pendant drop, inverted pendant drop, sessile drop, and captive bubble. Results that are to be produced are to include: surface / interfacial tension, contact angle, contact angle on tilted surfaces, surface energy of solids, drop dimensions including, height, width, radius of curvature, volume, surface area, and surface elasticity and viscosity. The types of automated measurements are to include: constant volume drops, drops on tilted surfaces, volume steps and relaxation, and oscillation. Documentation that describes the installation, calibration, operation, and maintenance of each piece of apparatus, hardware, and software must be provided. All documentation must be in English. Electronic format is preferred and it must be one of the formats commonly in use in the USA such as adobe acrobat or WORD. Hard copy documentation may be provided instead of, or in addition to, electronic files. DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. The North American Industry Classification (NIAC) is 423490. INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. This is a small business set-aside.
