Description
This is a sources sought notice for written information for market research only. This is not a Request for Technical or Cost Proposals. The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein. The Broadcasting Board of Governors (BBG), in preparation of an upcoming procurement at its Philippines Transmitting Station (PTS), is conducting market research to determine whether there are existing sources who are capable of providing security window assemblies with fifteen (15) minute Forced Entry (FE) and Ballistic Resistance (BR) Protection, as defined by the Department of State (DOS) Standard SD-STD-01.01, latest revision. The Level of Protection for the above shall be DOS level 1123. All of the security window assemblies must be manufactured by a DOS Certified manufacturer for the specified security level windows. The North American Industry Classification System (NAICS) code for this procurement is 332321. Interested firms shall provide a Capability Statement with information describing their demonstrated experience in providing same or similar work. The installation of the windows will be done by others and need not be addressed in the Capability Statement. The Capability Statement must include the following: 1. Name of contractor; 2. Contact information (contact person, address, telephone, facsimile, e-mail, etc.); 3. Technical description of capabilities in meeting same and/or similar requirement; 4. Evidence and Certification that the window assemblies will be manufactured by a DOS Certified manufacturer for the specified security level windows. 5. References who are readily available and able to reply within 36 hours after contact. 6. Firm's understanding of the requirements of this notice. The results of this market survey will be used to determine which qualified sources may be included in a future competitive procurement in which a contract may be awarded with or without discussion. In addition, BBG may limit any follow-on procurement actions to those firms who provided a responsive submission to this notice. Therefore, interested firms must submit a comprehensive Capability Statement that is verifiable by BBG. Interested firms may submit an electronic copy of their Capability Statement to Herman Shaw via email at hshaw@bbg.gov or by mail to 330 C Street, SW., Room 4007, Washington, DC 20237. All submissions must be received by close of business (COB) on August 7, 2008. All submissions received will be considered by the agency. This is not a RFP, RFQ or IFB.
