Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13) with One Lambda, 21001 Kittridge Street, Canoga Park, CA 91303-2801, as the only source that can modify the 2008 version of the ®One Lambda Luminex-based sequence specific oligonucleotide test bead set to incorporate oligonucleotide test beads that will improve the resolution of HLA testing for typing DoD volunteer marrow donors in order to improve the effectiveness of and increase donor searches for potential casualties and for patients needing marrow transplants. One Lambda is the only source that can also develop and deliver two robotic systems capable of automatically and without user intervention loaded start with PCR amplification product of DNA from DoD volunteer donors and process for binding to One Lambda Luminex ® beads specific for HLA regions required for HLA analysis. Processed samples will be automatically and without user intervention loaded into analytic instruments (Luminex), analyzed and data transferred to LabType Fusion data analysis software. Each of the two systems will be capable of completely processing at least 8 plates (96 wells per plate) in an 8 hour period. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541710 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 10 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to BC Baker at Burzie.Baker@med.navy.mil. Statements are due by COB 31 July 2008.
