- This solicitation is being issued as a Request For Quotation (RFQ) # DOL082J10138 in accordance to FAR Part 13, NTE $20,252.00. Oracle Consulting Services (Technical Manager) 40 hours. Attached is Statement of Work. Delivery shall be 45 day ARP, FOB Destination Washington, DC. Interested persons may identify their interest and capability to respond to the requirement by submitting quotations. The Government will consider all quotes received within 7 days after publication of this synopsis. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. All Quotes shall be e-mailed to Tammy Lake@ Lake_T@bls.gov, no later 1:00p.m. EDT August l, 2008, and be clearly marked with RFQ#DOL082J10138. If your response is not received by the date/time and at the location specified in the announcement, it will not be considered. No hand carried quotes will be accepted. All future information about this acquisition, including solicitation amendments, will be distributed through the FedBizOpps (FBO) site. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. Fax proposals are encouraged and must state name, address, and solicitation number. STATEMENT OF WORK - Bureau of Labor Statistics - Oracle Consulting Services I. BACKGROUND The Division of Federal/State Monthly Surveys (FSMS) is a project office in the Directorate of Survey Processing of the Office of Technology and Survey Processing. The project offices serve as the survey operations arm of the Bureau of Labor Statistics (BLS). The primary function of this division is to design, develop, operate, and maintain existing, new, and revised survey systems for the several Federal/State cooperative programs. This includes the development and documentation of comprehensive computer systems to support survey procedures, and the performance of manual and computerized activities to achieve program goals. FSMS as a whole is responsible for the Current Population Survey (CPS) and American Time Use Survey (ATUS), Local Area Unemployment Statistics (LAUS), the Mass Layoff Statistics (MLS), and Current Employment Statistics (CES) in direct support of Employment and Unemployment Statistics. Recently, FSMS migrated the CPS time-series database and computer application components from Sybase to Oracle. Now that the system is baselined and fully operational, FSMS has started to explore options for improving database design, performance, and maintainability. II. OBJECTIVE The objective of this contract is to obtain Contractor support services for the CPS Oracle Migration Project. The contractor will assist FSMS with the architecture, design, optimization, maintainability and manageability of a recently migrated Oracle 10g database and provide best practice recommendations. III. SCOPE OF WORK The scope includes, but is not limited to, the following areas: 1)Evaluating the existing application design and database design, including schemas, tables, indexes and stored procedures, for the purpose of providing options to improve performance, maintainability, and opportunities for optimization. 2)Reviewing Oracle configurations for peak performance, security and optimization. 3)Assessing the draft database redesign proposal and providing best practice recommendations. IV. GOVERNMENT FURNISHED ITEMS The Government will provide the workspace, equipment, and supplies necessary to perform the on-site portion of Contractor services under this contract, unless specifically stated otherwise. V. TASKS Tasks include, but are not limited to: •Study the written specifications and supporting materials pertaining to the database and redesign proposal. Any areas needing clarification within the design specification should be presented to the CPS Project Manager in order to arrive at a very firm understanding of the products to be delivered; •Upon request, attend and actively participate in database redesign meetings; and •Analyze options for achieving program objectives and submit recommendations based on findings both verbally and via written reports. VI. REQUIREMENTS It is essential that the Contractor personnel is a senior level employee, with sound technical experience/skills in database administration and design. The version of the CPS database currently in place is Oracle 10g. It resides on a UNIX server with Sun Solaris operating system. Contractor access to classified information is not required under this contract. VII. DELIVERABLES •Upon request, presentations to FSMS to demonstrate progress; •Oral and written presentations of analyses, study results, and recommendations to FSMS or its designee(s) on actions to resolve identified issues; and •Documentation, data, and other evidence in support of the aforementioned deliverables. VIII. DELIVERY SCHEDULE Work is to begin no later than five days after award. Final deliverables shall be received no later than two weeks from start of performance. IX. CONFIDENTIALITY AND SECURITY REQUIREMENTS The contractor will comply with the BLS Confidentiality and Security Provisions attached to this SOW. (See Enclosure.) X. ACCEPTANCE All deliverables are to be provided electronically where appropriate and one hardcopy delivered to the CPS Project Manager in hardcopy by the close of business on the specified due dates in final format. Further, all documentation is to conform to BLS formatting standards. There shall be no proprietary formatted documentation. All deliverables require review and acceptance by the CPS Project Manager XI. LOCATION OF PERFORMANCE The primary place of performance will be the Postal Square Building at 2 Mass Ave, N.E. Washington D.C. 20212 XII. PERIOD OF PERFORMANCE The period of this Contract is not to exceed two weeks from start of performance.
