Description
ARHOC Renovation M4540 Barracks Ft Bragg, NC, W912HN-08-R-0053 NAICS: 236118 FSC: Z163 NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at www.fedbizopps.gov Description of work: The scope of work for M4540 renovates an ARHOC 4+4 type barracks to the "1+1" barracks standard to provide individual sleeping rooms with walk-in closets, and shared bathroom; less kitchenette. Work includes repair/replacement to current standards HVAC, plumbing, and electrical/communication systems. Work will include two integral company operations facilities within the building. Phasing will be required with the renovation of the company operations facilities. The building will have a new automatic fire sprinkler system, and a UFC compliant fire detection and alarm system. Project replaces a deteriorated roof, unusable windows with brick veneer, repairs existing brick veneer and minor landscaping. Interior demolition is required to realign the building to the 1+1 barracks standard. Project will also include asbestos abatement. This project will be solicited on a restricted 8(a) Competitive basis pursuant to the Business Opportunity Development Reform Act of 1988 and is available only to eligible 8(a) construction firms having bona fide offices located in Region IV, including GA, AL, FL, MS, NC, SC, KY and TN ONLY. This proposal will be procured using a best value Lowest Price Technically Acceptable Request for Proposals (RFP) in accordance with Federal Acquisition Regulation Part 15.101-2. Offerors are required to submit a price and technical proposal. Each proposal shall contain the Offerors best technical proposal and best price. Proposals will be evaluated against the criteria on a GO (acceptable)/NO-GO (non-acceptable) basis. Determining factors are Corporate Relevant Specialized Experience and Technical Expertise. Award will be made to that Offeror whose proposal is technically acceptable and has the lowest price that is determined to be fair and reasonable. The estimated magnitude of this project is between $5,000,000 and $10,000,000. Options may be included. This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must register in the Central Contractor Registration (CCR) at www.ccr.gov. To locate solicitations, Contractors can go to Fedbizopps and search for the solicitation number at www.fedbizopps.gov. Contractors can register to be put on a plan holders list that others can access through the Fedbizopps site. It is the Offeror’s responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. This solicitation will be issued in electronic format only and will be available on or about 07 August 2008. Notification of amendments will be through the Fedbizopps site. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
