Description
This is an amendment to solicitation W911QX08T0108 which was posted on 05 May 08 and ended on 21 May 08. The closing date for this amendment is being extended to 29 July 2008. In addition, the Description of requirements has been amended to include the following: a. Radiation Enclosure Fully interlocked, with at least one lead acrylic access door; other doors shall provide easy (unobstructed; freedom of movement within the enclosure) access for maintenance or reconfiguration; shall conform to all local, state, and federal x-ray radiation safety requirements; and include a key lock. b. X-ray Generator Computer controlled, solid state, high stability, minimum 3 kW output; shall have x-ray tube recognition and monitoring available at all times the X-ray Generator is operational. c. X-ray Tube and Tube Tower Ceramic insulator, copper anode, long fine focal spot, with a minimum of two exit ports and a minimum 1.8 kW power rating; shall have the ability to rotate between spot and line focus without disconnecting water lines or requiring optical alignment; the x-ray tube shall have at least a two-year non-prorated warranty (a warranty without restrictions; the x-ray tube shall be replaced free of charge for any defect(s) within a two-year period); the tube tower shall have a shutter mechanism with fail-safe interlocks. d. Goniometer Vertical, theta-theta, with independent theta positioning, variable goniometer radius, and 0.001 minimum step size. e. Divergence Slit Programmable. f. Scattering Slit Programmable. g. Soller Slits Incident and diffracted x-ray beams; 0.04 radians maximum divergence. h. X-ray Lens Must define the incident x-ray beam to 8 mm in diameter with an angular divergence of 0.3. i. Parallel Plate Collimator Must limit the angular divergence of the diffracted x-ray beam to 0.18. j. Detector Solid state, maintenance free, high speed data collection; must provide linear and point detection; dismounting / remounting must not necessitate goniometer realignment. k. Multi-Purpose Sample Stage Must provide manual translation (100 mm in the Z direction), rotation (360), and tilting (6) of bulk samples with a maximum sample mass of 1 kg and dimensions of 100 mm x 100 mm x 100 mm. l. Sample Spinner Computer controlled spin rate. m. Sample Changer Removable, 15-position minimum sample magazine; must work in conjunction with sample spinner; removal and/or repositioning of the sample changer must occur without the need for alignment of the changer, optics, sample stage, or goniometer. n. Eulerian Cradle Open type, with a sample rotation range from 0 to 360, a tilt range from -5 to +95, and a manual Z-direction translation range from 0 to 12 mm; must accommodate samples measuring up to 100 mm in diameter and 25 mm in height and with a maximum mass of 150 g; must include a variety of sample mounting platforms. o. Computer System Dell Pentium IV(a Dell is not required but preferred for compatibility with other computers within the organization), with a minimum processing speed of 2.4 GHz and a minimum 2.0 Gb internal memory; CD-ROM drive; Windows XP Operating System, with SP2; 19 Flat Panel Display; HP Color Inkjet printer. p. Software Package Windows XP compatible; shall be standard commercial products; shall be written and provided by the instrument supplier in order to maximize long term support and enhancement in future versions; shall be compatible with potential hardware upgrades to the specific instrument purchased; must be licensed for installation on five computers; shall contain routines to perform the following functions: data collection, phase identification, quantitative analysis, lattice cell refinement, crystallite size and micro strain determination, percent crystallinity, Rietveld refinement, residual stress analysis (including multiple peak position determination methods and an elastic constants database), pole figure (texture) analysis, orientation distribution function (ODF) determination, and line profile analysis; shall support user and/or International Centre for Diffraction Data (ICDD) reference databases; shall be capable of performing all listed functions on archived (circa 1989 to present) x-ray powder / bulk sample diffraction data. q. ICDD Reference Database Windows XP compatible ; PDF-2 Release 2007 (or most current release) new user, single-site, non-expiring license, with retrieval and viewing support software DDView 2007 (or most current release); shall be functional with all routines in the instrument supplier software package. r. Installation performed by a factory trained installation or customer support engineer; pre-installation information provided 60 days prior to installation to assist the purchaser in the planning of the installation. s. Training Four days total on-site for a maximum of five operators performed after installation and separate from any training provided by the installation or customer support engineer(s) pursuant to paragraph r above, with travel and living expenses included; a minimum of three (3) days off-site training for two operators at instrument supplier facility completed within one year of installation. t. Support Service (repair, maintenance, upgrades, etc) performed by a factory trained customer support engineer of the instrument supplier and not an outside contractor. u. Warranty One year for all items delivered as part of the system except where otherwise stated (see c.); it shall cover all parts and labor, travel, and living expenses should the repair or replacement require an on-site customer support engineer; the instrument supplier shall warrant that parts for the system will be available for a period of ten years, with the ten-year period beginning upon the manufacture of the last system of the purchased model. v. Expandability The contractor shall ensure that the design of the diffractometer system allows for the expansion of capabilities through the addition of hardware upgrades such as non-ambient sample chambers and micro diffraction and reflectivity stages.
