Description
The 22d Contracting Squadron (CONS) of the 22d Air Refueling Wing, McConnell AFB Kansas, announces the projected solicitation to demolish building 1105 inflight kitchen, project number: PRQE 08-0125. This project consists of supplying all equipment, manpower, and materials necessary to completely demolish the existing building and all contents, remove all debris to an off site location, terminating utilities and testing procedures compliant with The City of Wichita – “Standard Specifications For the Construction of Public Projects”. This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPT) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The period of performance is expected to be 90 calendar days after receipt of Notice to Proceed. This is a Total Small Business Set-aside. The magnitude is between $100,000 and $250,000. The NAICS code for this requirement is 238910. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis, the release of the solicitation package, which should be on or about 7 August 2008, and any other pertinent information and for downloading their own copy of the solicitation package and drawings. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. NOTICE TO OFFERORS: While funds are not presently available within Air Mobility Command to fund this project, we anticipate funds will become available by 16 Nov 08. If current fiscal year (FY08) funds become available, contract awards will be made no later than 30 Sep 08. If FY08 funds are not available, projects will be funded with FY09 funds. We expect to have FY09 funds by 16 Nov 08. Solicitation may be cancelled and all offers rejected before award but after solicitation closing date when cancellation is clearly in the government’s best interest. Per AFFARS 5352.201-9101 (10 AUG 2005) the following applies: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timeliness for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
