Description
Synopsis The U.S. Department of Energy, Southwestern Power Administration (Southwestern) intends to issue a Request for Proposal (RFP) for the construction of grounding, drainage, grading, and paving improvements at the Southwestern Power Administration New Madrid Substation. Work generally consists of, but is not limited to, preparation of written construction / coordination plan; construction of perimeter improvements including corrosion protection of guy anchor rods and perimeter dike on north, east, and south sides of substation; construction of drainage improvements including storm water sedimentation manhole, riprap, concrete stairway, drainage swale around infiltration basin, and underdrains; and construction of interior grounding improvements including additional ground grid, bonding jumpers to pole guys and corrosion protection. In accordance with FAR 19.10, Small Business Competitiveness Demonstration Program, this project is Unrestricted. However, Small Businesses are not precluded from participating and are encouraged to submit a proposal. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237130 and the small business size standard is $31 million. The magnitude of this project is estimated to be between $250,000 and $500,000. Contractor registration in the Governments Central Contractor Registry (CCR) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.ccr.gov. The solicitation package will be issued on or about August 12, 2008 with bids being due on or about September 11, 2008. Once issued, solicitation documents will be available electronically for download at http://e-center.doe.gov Hard copies of the solicitation package will not be distributed. All responsible sources may submit a bid, which will be considered by Southwestern.
