Description
Purpose of Announcement: In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The FAA intends to award a single source contract to JVN Communications, INC. to provide engineering products and services supporting the FAA Interfacility and Radar Simulator (FIRS) product previously developed by JVN and procured by the Government. It has been determined that it is in the best interest of the Government to acquire these engineering support services on a single source basis for the following reasons: The FIRS tool is a large, complex integrated system of hardware and software that has been developed over the past 18 years by JVN Communications, INC. This system has been developed, maintained, and enhanced by JVN to meet the unique requirements of FAA research and development activities. This contract must continue without interruption, providing our customers including other organizations within and outside of the FAA, with needed services to continually research ways in which to improve the current Air Traffic Control (ATC) System. The FIRS tool is used on many FAA systems. JVN Communications, INC is the only source available to enhance, maintain, and make necessary changes to the FIRS family of products. Engineering support for FIRS tools requires a thorough knowledge of the existing FIRS software baseline. JVN Communications, INC is the only source available with the combination of skills listed above and the proven track record to satisfy the FAA's requirement to maintain and enhance the FIRS family of products in a timely and effective manner, and to meet the WJHTC's goal in the required time frame. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capabilities and experience in providing the above service, the FAA will evaluate this accordingly.
