Description
Description: The U.S. Army Corps of Engineers will issue a request for quotation (RFQ) to procure a tractor and a lowboy trailer. The tractor and lowboy trailer will be used for hauling a Grove RT890e crane (60US ton payload) over paved and unpaved roads. The vendor must supply both the tractor and trailer. The tractor and trailer must be designed to couple. Quotations for one item alone will not be considered. This is a foreign military sale. These items are being procured at the request of the Egyptian Army for use in Cairo, Egypt. The standard Egyptian highway bridge clearance is 15 meters. The trailer with its payload must be configured to fit comfortably within that space. This procurement will be made on a brand name or equal basis. A brand name purchase description for an item provided in the RFQ reflects the characteristics and level of quality that will satisfy the Government's needs. The complete salient physical, functional, or performance characteristics that the tractor and the lowboy trailer must meet will be specified in the RFQ. The truck manufacturer must be able to maintain, repair, and provide technical support services for its product in Egypt. Offerors are required to identify the Egyptian service facility by providing its name, address, a point of contact, and phone number. This information must be provided with your price quotation. A quote that does not provide this information will be disqualified from further consideration for an order. The salient features, in part, are: the tractor must be new (a reconditioned or rebuilt tractor is not acceptable) and equal to or better than an International model 5600 with 120,000 calc GCWR, 82,600 GVWR; standard day cab; diesel engine equal to or better than a Caterpillar C-15 export, 475 HP engine. The salient features, in part, of the lowboy trailer are: loadable from the ground; overall length of approximately 52 to 55 feet with a 35 foot loading length; a width of 10 to 12 feet; four heavy duty axles of 25,000 pounds each. The axle, suspension, and air actuated brake system capacities must exceed the imposed load. Delivery will be FOB Origin; the Government of Egypt will provide a freight forwarder at no cost to the contractor. The tractor and trailer must be delivered together. A purchase order will be issued to the responsible contractor submitting the lowest price quotation for the items that meet or exceed the salient physical, functional, or performance characteristics. The Contracting Officer will evaluate equal products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The tentative date for issuance of the RFQ is August 22, 2008. The tentative date for receipt of quotations is September 23, 2008. The tentative date to issue the purchase order is October 16, 2008. Answers will be provided to all prospective offerors. It is Department of Defense policy that prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract.
