- NASA/GSFC has a requirement for The HDF Group to develop and adapt HierarchicalData Format 5 (HDF5) Technologies and provide HDF5 support for NPOESS Data Production andExploitation. The statutory authority is 10 U.S.C. 2304 (c) (1), "Only One ResponsibleSource." The HDF Group is the only responsible source because they are the creators ofthe HDF5 format and software, and they are solely responsible for its continuousmaintenance and development. NASA/GSFC plans to award the contract to The HDF Group, 1901 South First Street, Suite2C, Champaign, Illinois 61820. Interests in subcontracting opportunities should bedirected to The HDF Group at the above mentioned address. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theefforts this effort in writing to the identified point of contact no later than 3:30pm onAugust 07, 2008 Eastern Standard Time.Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competitive basis, based upon responses to thisnotice, is solely within the discretion of the Government.Oral communications are not acceptable in response to this notice.All responsible sources may submit a capabilities statement which shall be considered bythe agency.An Ombudsman has been appointed.
