- This modification provides questions and answers regarding subject. No further questions will be entertained after 01 August 2008. Due Date for proposals remains 15 August 2008, 3:00 PM EST. Questions and answers are as follows: 1. Is the successful bidder responsible for hardware, operating system and infrastructure in addition to the E-Permit application? Responsible for Procurement? For Support? NO 2. Is the Successful bidder responsible for purchasing the hardware and software licenses? NO 3. Is it required to store and run the E-Permit application (and associated infrastructure) on government furnished equipment if using a commercial hosting factility? NO 4. Is leased or rented commercial equipment acceptable? YES 5. Does the USACE utilize a central helpdesk or issue-tracking database? YES Should this database be used to track user issues? YES Is it capable of providing status to customers? NO 6. If the USACE utilizes a central helpdesk or issue-tracking database, can it also be used to track and provide status of a customer's permit application? NO, THAT IS THE RESPONSIBILITY OF E-PERMIT APPLICATION. 7. Within the RFP, it states 'This E-Permit application will be required to support interoperability with other information systems'. With which other systems will the E-Permit application be interoperable? DATA COLLECTED BY THE E-PERMIT SYSTEM WILL FEED AN INTERNAL ORACLE DATABASE USED FOR MANAGING PERMITTING WORKFLOW BY USACE STAFF. DATA STRUCTURES, SOURCE CODE, DEVELOPER MANUALS AND ACCESS TO THE DEVELOPMENT TEAM WILL BE PROVIDED. 8. Specifically, with which state E-Permit programs will the E-Permit application nees to integrate? And in what timeframe will the integration need to occur? TARGET STATES WILL BE IDENTIFIED DURING THE EXECUTION OF THE CONTRACT. NUMBER OF STATES TOTAL IS UNKNOWN. 9. What tracking system does the government use to track the issues occurring during testing and development of the E-Permit application? MANTIS 10. Are there any other specific internet browsers other than Internet Explorer and Firefox which should be compatible with the E-Permit application? NONE REQUIRED 11. Does the 24 hr response requirement include weekends and holidays? NO. E.G. AN INCIDENT OCCURRING ON THURSDAY JULY 3 COULD BE ANSWERED MONDAY JULY 7. 12. What information is required for USACE to assist an un-cleared company to obtain a NAC for the key personnel included on the proposal? THIS IS THE RESPONSIBILITY OF THE VENDOR. 13. How many permits were submitted for the year 2006 and 2007? APPROXIMATELY 150,000 PER YEAR. JOINT PERMIT PROCESS WITH STATES WILL SIGNIFICANTLY INCREASE THIS TOTAL. 14. What sort of attachments is usually included with an application? What is the anticipated quantity (in GB) of data associated with the attachements? PDF, PHOTOS, GIS DATA, KML, DXF.DGN WORD DOCUMENTS. 1-5 MB PER ATTACHEMENT. 15. What percentage of permit applications includes attachments? 95% 16. Where is the place of performance? WASHINGTON, DC. 17. Are all contract Staff required to be onsite? NO 18. Is the Microsoft Office suite acceptable for all contract documentation deliverables? YES 19. Is there a preference for COTS or custom development? NO 20. Is there a framework or server platform contractor should be aware of? I.e..NET, php, java, etc.? PLATFORM IS VENDOR CHOICE. VENDOR SHOULD BE AWARE OF COMPLEXITY IN DEALING WITH SPATIAL DATA AND CHOOSE APPROPRIATE PLATFORM. 21. Is there a requirement for any specific database application? NO 22. Are there any geographical constraints with regards to the hosting of the E-Permit application? MUST COMPLY WITH AR-25-1. www.fas.org/irp/doddir/army/ar25-1.pdf 23. Are there specific physical security requirements with regards to the hosting of the E-Permit application at a commercial datacenter? MUST COMPLY WITH AR-25-1 www.fas.org/irp/doddir/army/ar25-1.pdf 24. Are there specific fault tolerance, disaster recovery and availability requirements? How much data can you afford to lose and how long can you be without the data in the event of a disaster or severe outage? NO DATA MAY BE LOST. 24 HOUR RECOVERY TIME FOR COMPLETE FACILITY LOSS IS ACCEPTABLE. 25. What are the anticipated bandwidth requirements of the E-Permit application? Unknown but not anticipated to be significant. MAYBE 10-20 PERMITS UPLOADS PER HOUR AND 100 QUERIES PER HOUR. THIS WILL INCREASE AS JOINT STATE APPLICATIONS ARE DEVELOPED. 26. It states in the solicitation 'NAC. All Contractors must have the minimum investigation, a NAC or Questionnaire of public Trust, before accessing a DoD (Department of Defense) computer or working off-site on this contract programs and data.'. Does permanent resident/green card holder is eligible or he/she has to be US citizen for NAC clearance? What document(s)/information is needed by The Corps to complete NAC clearance for Dyaush Systems? IT IS THE RESPONSIBILITY OF THE VENDOR TO DETERMINE AND PROVIDE DOCUMENTATION ON THEIR STAFFS ABILITY TO COMPLY WITH THESE REQUIREMENTS. 27. How to obtain INFOSEC certificate? Could you please provide steps or documents to obtain INFOSEC certificate? To obtain this certificate, is permanent resident/green card holder is eligible or he/she has to be US citizen? INFORMATION ON BOTH NEC AND INFOSEC CAN BE OBTAINED FROM http://www.disa.mil/index.html 28. How are proposals to be submitted (e.g. email, hardcopy) and where are they to be submitted? PROPOSALS CAN BE SUBMITTED VIA E-MAIL OR REGULAR MAIL TO NANCY HILLEARY, HUMPHREY'S ENGINEER CENTER SUPPORT ACTIVITY, 7701 TELEGRAPH ROAD, ALEXANDRIA, VA 22315. E-MAIL IS PREFERRED AS IT MAKES IT EASIER TO FORWARD TO EVALUATOR. 29. What are page limits and format requirements for technical and cost volumes? THERE IS NO PAGE LIMITS AND FORMAT REQUIRED. 30. What type of contract (e.g. T&M, Cost Plus, fixed price) will the Government award? THIS WILL BE AWARDED AS A FIXED PRICE CONTRACT. 31. What is the period of performance (e.g. one year, base plus 4 option years)? THE CONTRACT WILL BE FOR ONE YEAR. 32. Is an incumbent currently performing this work or is it new work? THERE IS NO INCUMBENT CONTRACTOR. 33. What are the Help Desk operating hours and current, as well as anticipated staffing level? THE GOVERNMENT EXPECTS SUPPORT DURING NORMAL BUSINESS HOURS IN THE TIME ZONES COVERED BY THE REGULATORY PROGRAM. 34. Will the Government provide a template for past performance submissions? NO TEMPLATE FOR PAST PERFORMANCE SUBMISSION, JUST SUBMIT AS STATED IN THE SOLICITATION. 35. Will the Government provide an estimate of the level of effort for each task area? THE GOVERNMENT DOES NOT IDENTIFY LOE FOR THIS TASK. YOU TELL US THE LOE OF YOUR PEOPLE YOU INTEND TO PROPOSE. 36. Does the Government identify any key personnel for this effort? THE GOVERNMENT DOES NOT IDENTIFY KEY PERSONNEL FOR THIS TASK. YOU TELL US THE TYPES OF PEOPLE (LABOR CATEGORIES) AND NUMBER OF HOURS, ETC OF YOUR PEOPLE YOU INTEND TO PROPOSE.
