- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NHLBI-PB-(HL)-2008-185-DDC and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-26. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small business. It is the intent of the National Institutes of Health (NIH) National Heart, Lung and Blood Institute to procure the services from BD Biosciences, 2350 Qume Drive, San Jose CA, 95131 the following: BD LSR II Special Order System P/N: 340551; (Blue laser/Red laser/Green laser/Violet laser configuration) Digital acquisition system allows for inter - and intra beam compensation as well the ability to threshold on any parameter. Dichroic mirrors and bandpass filters configured to detect the following scatter parameter, flurochromes or dyes. Blue laser FSC SSC FITC/Alexa 488 PE TxRD, PerCP Cy5.5 PE Cy7, Red laser, APC Alexa 700 APC CY7, Green laser, PE PETxRD PE Cy5 PE Cy5.5 PE Cy7, Violet laser, Qdot 655 Qdot 605 Qdot 585 AmCyan Pacific Blue, Power conditioners, to include FACS Rinse and FACS Clean. HTS LSR II Version P/N 338301; HP computer Workstation includes: 2.66GHz @GB XPP/SP2 workstation FACSDIVA Software v6.1 assy, Cable, 10 BaseT Ethernet, 15', mouse pad 9-Outlet Surgemaster Symantec Norton Ghost, Multipurpose Stereo Speakers, Microsoft Office 2007 Std. Edition, DVD-R disk in Jewel Case (x2) Microsoft Wireless Zoom Mouse, Two 19" LCD monitors, Ricoh CL3500N Printer Bundle BD LSR II Table. The flow cytometer capable of 18 color detection in addition to forward and side light scatter is needed. Detectors need to be in a octagon configuration for optimal detection of Immunofluorescence and to have interchangeable optics with other LSR II instruments in the institute. Digital acquisition is essential and use of FACSDiva software is required as current Government official are trained in this software. Four (4) lasers with fixed alignment are required: a 488 solid state with an output of 75mWm, a 640nm laser with an output of 40mW, a 532 laser with an output of 150mW, and a 405nm laser with an output of 50mW using fiber optic technology. The BD Biosciences LSR II, is the only instrument that will meet the Government’s minimum required specifications. This instrument is must be compatible with existing LSR II and FACArias, and the Government must use the FACSDiva software, which is only available from BD Biosciences. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. This action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirement. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations however; all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NHLBI contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or by July 31, 2008, 3pm, Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB-(HL)-2008-185-DDC. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
