Description
The Government is requesting comments on attached SOO for the following: Statement of Objectives (SOO) Africa Warehousing Project PURPOSE The Special Operations Command Europe (SOCEUR) has a requirement for a contractor-owned and operated facility for procuring, maintaining and transporting supplies/equipment. The contractor shall operate and maintain a warehouse facility on the African continent that is centrally located between the following countries; Mali, Niger or Nigeria. The preferred location for a contractors warehouse operations would be in Ouagadougou, Burkina Faso as this is the location of the Governments aircraft, the Short Take Off and Landing airfield and it is centrally located to the countries of Mali, Niger and Nigeria as well. Even though a preferred location is given, the Government is not restricting a contractors location of warehouse operations to this area. The contractor shall procure and maintain the stated quantity of supplies/equipment on Attachment 1 through Defense Logistics Agency http://www.dlis.dla.mil/ or through other commercial means. It is estimated that the resultant Contractor will be required to make deliveries to the airport 1-4 times a year, dependent upon the number of contingencies that may occur in this local region. Even though an estimate is provided to assist in understanding the scope and to develop pricing, it is not an absolute and may increase from the initial estimate given herein. Based on the requirements contained herein, a performance statement of work and Integrated Master Plan shall be developed by the Contractor that describes: 1) the end results to be achieved; 2) the proposed performance standards and acceptable quality levels of the work performed; 3) a measurable Quality Assurance Surveillance Plan (QASP) to assure that the end results meet quality and acceptable levels; and 4) an incentive/disincentive structure within the QASP that motivates the Contractor to achieve the stated objectives. SCOPE The requirement is to procure, store, inspect, transport as required, and deliver items contained in Attachment #1 in order to satisfy user needs/performance objectives. The list of equipment and supplies in Attachment #1 may not be all inclusive. In order to meet this requirement, the contractor must provide storage capability, transportation to an airport, and flexibility to meet user needs/performance objectives. Contractor will operate a storage facility for contingency supplies and equipment that is centrally located between the following countries; Mali, Niger, or Nigeria. This facility should be collocated with an airport with access to the flight line. The contractor will operate a Veterinary Command (VETCOM) approved storage facility. This facility will be subject to inspection by VETCOM personnel in order to ensure compliance with applicable health and safety regulations. Information concerning VETCOM approved storage facilities may be obtained at: http://vets.amedd.army.mil/vetcom/ The performance requirements for the Africa Warehousing Program are as follows; "Provide continuous, effective, safe operation and maintenance of a contractor-owned and/or operated facility. "Contractor will be solely responsible for all aspects of the operation to include procurement, storage, security and transportation of required supplies depicted in Attachment #1. The use of commercial equivalents is desired to reduce operational signature within the area of operation. Use of commercial equivalents must have advanced approval in writing from the Contracting Officer. The Contractor must be capable of transporting supplies and equipment depicted in Attachment #1 within 24-48 hours to an airport so that they can be air-transported by the Government to undetermined locations within Africa. Contactor must be capable of transporting supplies and equipment to Short Take Off and Landing (STOL) accessible airport locations such as (Ouagadougou). Short Take-Off and Landing is defined as the ability of an aircraft to clear a 15 m (50 ft) obstacle within 450 m (1,500 ft) of commencing take-off or, in landing, to stop within 450 m (1,500 ft) after passing over a 15 m obstacle. The contractor shall inspect and rotate Class I, III, and VIII supplies in order to ensure that expired supplies are replaced. Maintain maximum flexibility to adapt to changing requirements. PROPOSED PRICE SCHEDULE The Government proposes to use the following Contract Line Items (CLINs) in formulating the resultant contract. Offerors are requested to provide comments concerning the use of these CLINs for this requirement. If an offeror does not believe that these CLINs are indicative of a fair method to price these services, an alternative price schedule is to be submitted for consideration in its Price Proposal. An offerors alternative price schedule must be indicative of the methodology to achieve the performance objectives and as set forth in the Contractors Performance Work Statement. This rate will include, but is not limited to, vehicle usage, mileage, insurance packing/preparation costs for shipping 0005 Restocking of Supplies/Equipment 2 EA The Government believes that the Contractor will be required to restock, replenish supplies/equipment at least two times a year. PERIOD OF PERFORMANCE Estimated award date for the Africa Warehousing contract is by 15 September 2008. A start-up period for the contractor(s) will occur from award date to 31 December 2008. Warehouse facility use will commence 01 January 2009. The Government anticipates awarding an Indefinite Delivery/Indefinite Quantity fixed-price type contract consisting of a base period and four option years. The initial contract period of performance will be the phase-in period will begin at contract award and end 31 December 2008. The Contractors Performance Work Statement shall address the following: The offerors are afforded the maximum flexibility to innovatively address the following issues in the proposed Performance Work Statement: 1.Management of the Requirement 2.Management of the Risks associated with the requirement 3.Warranties 4.Subcontracts 5.Data 6.Government Visibility 7.Property Plan a.Responsibility and Accountability for the equipment and supplies from acquisition through use to disposal b.Inventory, inspection and reporting of equipment and supplies c.Rotation and disposition of of Inventory 8.Security program for the protection of equipment and supplies during storage in the facility and during transport to the users required location within Africa 9.The contractor will be responsible for all taxes, tariffs, licenses, tolls, and other associated costs of performing this service. The proposed PWS shall address. Note: All supplies and equipment furnished or procured during the course of performance of this contract will remain the property of the US Government. Questions concerning this Statement of Objectives shall be submitted in writing by 1 August, 2008 to: Joanna.lovett-black@eur.army.mil and klaus.neumann@eur.army.mil. It is our intent to issue The Statement of Objectives on August 2, 2008 with the date/time established for receipt of proposals on August 15, 2008. This is an urgent requirement to support contingency operations. Comments shall be provided via E-Mail to the POCs Ms. JoAnna Lovett-Black and Mr. Neumann to the addresses, shown in the SOO.
