- The Naval Surface Warfare Center, Carderock Division (NSWCCD), has a need for Commercial Off-The Shelf (COTS) Electronic Personal Dosimeters (EPD) and related parts, as part of maintaining a dosimetry program as required by The Bureau of Medicine and Surgery (NAVMED P-SOS 5).The Bureau of Medicine and Surgery (NAVMED P-SOS 5) requires naval activities to maintain a dosimetry program for personnel who receive occupational exposure to ionizing radiation. To meet this requirement NSWCCD intends to negotiate a non-competitive procurement under the authority of FAR 6.302-1(a)(2)(ii) with the ThermoFisher Scientific Corporation - Radiation Measurements and Protection located in Santa Fe, NM 87504.This highly specialized equipment is available only from the original equipment manufacturer, ThermoFisher Scientific Corporation. In maintaining a program of standardization and interchangeability with the Naval Dosimetry Center and the Naval Nuclear Propulsion Program,award to any other source would result in substantial duplication of cost to the Government not expected to be recovered through competition and would create unacceptable delays in fulfilling the agencys requirements. A firm-fixed price, five (5) year Indefinite Delivery Indefinite Quantity contract is anticipated.All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 08/08/2008, referencing RFQ N00167-08-T-0172. See note 22.
