Description
The Bureau of Land Management (BLM) is seeking Architect-Engineer (A-E) services under Indefinite Delivery-Indefinite Quantity (IDIQ) fixed price contract(s) for land surveying, including "federal authority" surveys in specific geographic areas in the State of Colorado. Surveys under these contracts will be conducted for the identification of boundaries of federal or trust lands and other administrative purposes. Registration as a professional Land Surveyor in the state of Colorado is required for this contract.________________________________________The scope of any work performed may include the establishment, extension, measurement, and perpetuation of horizontal control, exterior township boundary lines, or interior subdivisional lines; retracement or resurvey of certain existing boundary lines, subdivision of section lines, metes-and-bounds surveys, and mineral surveys; recovery of certain existing monuments; meandering of water bodies; ties to existing surveys; posting and marking of lines and boundaries; documentation of found and established corners; establishment of survey monuments; and the perpetuation of survey monuments using the survey methods and procedures outlined in Special Instructions and other instructions for the various Group Surveys, Plans of Survey, or other directives for Cadastral Survey work in the State of Colorado. Survey projects conducted under this contract will be considered as preliminary in nature; however, the Contractor may ultimately prepare final plats of the survey with accompanying field notes.________________________________________Interested firms must be architectural and engineering or Land Surveying firms. The required discipline is Professional Land Surveying Services with additional related support disciplines. QUALIFIED PERSONNEL are land surveyors registered in the state of Colorado who will be in responsible charge for projects under this contract. Except for field tablets and survey monuments, the Contractor shall provide all labor, materials, equipment, transportation, subsistence, and other resources necessary to perform all work set forth in a Work Statement. ________________________________________All interested, qualified firms are invited to submit an original and one copy of a letter of interest, and are required to submit a completed Standard Form 330, Part I, Contract Specific Qualifications, and Part II, General Qualifications, with supplemental data. Submit all documents to: Bureau of Land Management, Bldg. 50 - Denver Federal Center, P.O. Box 25047, Denver, Colorado 80225-0047, Attn: Jennifer Harris, Contracting Officer. Responses must be received not later than 2:00 P.M. Mountain Daylight Time, August 26, 2008, in order to be considered for selection. Contractors must be registered or update their registration at the Central Contractor Registration website at http://www.ccr.gov in order to facilitate award of a contract. Contractors should also register or update their registration at the Online Representations and Certification Application website at http://orca.bpn.gov/.________________________________________The Government anticipates awarding multiple contracts. One firm may be awarded a contract in more than one geographic area. Firms must clearly indicate each geographic area for which they wish to be considered. Work shall be performed under task orders that define the scope of services for each specific project. The term of each contract will be one base-year with four one-year options. The estimated award date shall be on or about November 2008. ________________________________________Defined Geographic Areas and guaranteed minimum and maximum for each area. The guaranteed minimum, expressed in dollars, is the minimum value of work that the BLM will order during the life of the contract. The maximum, also expressed in dollars, is the total value of all work that could be ordered by the BLM during the life of the contract. ________________________________________Area 1) Archuleta, La Plata, Dolores and Montezuma Counties. The guaranteed minimum over the life of the contract shall be $5,000. The maximum amount for the life of the contract awarded shall not exceed $100,000. ________________________________________Area 2) Montrose, Delta, San Miguel and Gunnison Counties. The guaranteed minimum over the life of the contract shall be $5,000. The maximum amount for the life of the contract awarded shall not exceed $100,000.________________________________________Area 3) Lake, Chaffee, Saguache, Alamosa, Rio Grande and Conejos Counties. The guaranteed minimum over the life of the contract shall be $5,000. The maximum amount for the life of the contract awarded shall not exceed $100,000.________________________________________Area 4) Fremont, Custer, Huerfano, Las Animas and Otero Counties. The guaranteed minimum over the life of the contract shall be $5,000. The maximum amount for the life of the contract awarded shall not exceed $100,000.________________________________________Area 5) Park, Teller, Douglas, and Jefferson Counties. The guaranteed minimum over the life of the contract shall be $5,000. The maximum amount for the life of the contract awarded shall not exceed $100,000.________________________________________The following evaluation criteria, listed in descending order of importance, will be used in the evaluation of prospective firms. ________________________________________(1) PROFESSIONAL QUALIFICATIONS: Demonstrated ability to provide QUALIFIED PERSONNEL (defined as a land surveyor registered in the state of Colorado who will be in responsible charge for projects under this contract) with boundary survey experience in the Public Land Survey System (PLSS). Qualified personnel will be evaluated based on the amount of experience and knowledge in the PLSS, level of formal education, and amount of continuing education, including certification in the Certified Federal Surveyors (CFedS) Program. ________________________________________Greater consideration will be given for each of the following: ________________________________________(a) Those contractors who have qualified personnel with a minimum of five years experience with surveys of the PLSS within the geographic area(s) considered, ________________________________________(b) Those contractors who have qualified personnel with a college degree specialized in Bachelor of Science in Land Surveying or Land Surveying Engineering, and ________________________________________(c) Those contractors who are Certified Federal Land Surveyors (CFedS). Provide resumes of qualified personnel to include all PLSS surveying experience, and any prior BLM and/or U.S. Forest Service cadastral survey experience for the last 5 years. Any actions and/or stipulations from the State Board for Licensure for Professional Engineers, Architects, and Land Surveyors for past 3 years will be evaluated. ________________________________________Supplemental Data to include:The Colorado State License number and the year they received the license, certificates for: CFedS, continuing education (for training attended or provided), transcripts, and/or affidavits for (each) qualified personnel. Any other narratives that may provide the BLM an opportunity to gain insight on the character, performance, and expertise not gained from standard documents. ________________________________________(2) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE IN PROVIDING LAND SURVEY SERVICES WITHIN THE PUBLIC LAND SURVEY SYSTEM. ________________________________________Demonstrated specialized experience and technical competence in the following areas:________________________________________(a) Boundary survey records research, finding and evaluating evidence and application of proper procedures according to the Manual of Surveying Instructions, 1973. ________________________________________Discuss your firm's knowledge of cadastral survey practices, records research and the approach you have used on previous surveys to resolve problems resulting from conflicting title or physical evidence. ________________________________________Submit a survey plat, sealed by the licensed land surveyor, who will be in responsible charge of the boundary surveys that may be awarded, demonstrating evaluation of evidence, application of proper procedures and the resolution of conflicting physical evidence. ________________________________________(b) Computations and geodetic aspects of the PLSS datum. ________________________________________Discuss your firm's knowledge and experience of obtaining distances and azimuths by use of GPS, azimuths by solar observations, geodetic aspects of the PLSS datum, real-time kinematic and static Global Positioning System (GPS) surveys, least squares network adjustments of GPS and conventional survey data, and all PLSS computations such as single and double proportion.________________________________________Submit three filed survey as example projects which demonstrate this knowledge and experience. ________________________________________Include the number and location of standard, three-mile method, fractional, and elongated sections subdivided, mineral surveys resurveyed, miles of section boundaries dependently resurveyed, and number of PLSS boundary corners monumented or remonumented. ________________________________________(c) Description of quality control processes and project management approach.________________________________________Discuss and demonstrate your firm's quality control processes and project management to be used to perform survey services within the PLSS. ________________________________________Supplemental Data to include: Copies of final plats that illustrate PLSS type of survey projects (gaps, overlaps, original surveys, retracements, resurveys, and subdivision of sections), contact information for key personnel from previous projects or contracts. Plats and notes must demonstrate or illustrate the survey methods and procedures used in the surveys. Any other narratives that may provide the BLM an opportunity to gain insight on the character, performance, and expertise not gained from standard documents________________________________________(3) KNOWLEDGE OF THE GENERAL GEOGRAPHICAL AREA: Demonstrated professional knowledge of the geographical area(s) of concern, the ability to successfully perform survey projects in the geographic area(s) being proposed, and the ability to logistically handle project(s) if awarded contracts in more than one geographic area. This includes demonstrated knowledge of the survey history (local and government), knowledge of local survey records access and where they are maintained (recorded or non-recorded), in the geographic area. Greater consideration will be given to firms located in, or within 50 miles of the perimeter of the geographic area for which they wish to be considered.________________________________________Supplemental Data to include:Submitted narrative detailing the ability to cope with the geographic areas characteristics and challenges. The submitted percentages of time that key personnel will be made available in each geographic area. Any other narratives that may provide the BLM an opportunity to gain insight on the character, performance, and expertise not gained from standard documents.________________________________________(4) CAPACITY: Demonstrated ability to provide a sufficient amount of capital, personnel, and survey equipment, including survey grade GPS equipment, to successfully complete various sized projects in the required time. Greater consideration will be given for the amount of successfully completed previous Government contracts over $25,000.00; the ability to provide an adequate amount of qualified personnel to complete projects within scheduled parameters; the ability to fully equip personnel, and the flexibility to supply additional qualified personnel. ________________________________________Supplemental Data to include: All claims must be substantiated with the submittal of a written narrative detailing logistical capabilities and any other narratives that may provide the BLM an opportunity to gain insight on the character, performance, and expertise not gained from standard documents.________________________________________(5) PAST PERFORMANCE ON PREVIOUS CONTRACTS WITH RESPECT TO TIME, COST CONTROL, QUALITY OF WORK AND COMPLIANCE WITH ESTABLISHED PERFORMANCE SCHEDULES: Provide details on the 5 most recent cadastral survey projects that have been completed, to include contact information of the person most familiar with the contractor's performance. ________________________________________Supplemental Data to include: At a minimum: ________________________________________(a) Provide the BLM with enough information to contact key personnel of previous projects or contracts to include: contract number, name of the project, point of contact, phone number and total contract value; and________________________________________(b) Provide the BLM an opportunity to gain insight on the Firm's character, performance, and expertise. ________________________________________
