Description
Project Renovate Domiciliary Building 218 Project #692-333. The RFP will be issued on a full and open basis for construction. The location is White City, Oregon. Single story inpatient bed building of approximately 18,124 GSF will be constructed. General Construction: Contractor shall furnish all necessary labor, material, and equipment to provide a complete building, including all utility systems, and associated components as shown on the drawings and described by the specifications. This includes, but is not limited to, demolition of existing structures, general construction, alterations, site development, landscaping, drainage, mechanical, electrical, and certain other items. Asbestos and lead paint removal are included in the project. The magnitude of construction is between $5,000,000 and $10,000,000. The RFP solicitation is anticipated to be issued on or about August 8, 2008, and offers will be due on or about September 10, 2008. No public bid opening procedures are applicable to this solicitation. A firm fixed price contract is anticipated to be awarded using Best Value evaluation criteria. Anticipated award date is September 20, 2008. The performance period is expected to be 365 calendar days. North American Industrial Classification System (NAICS) code applicable to this project is 236220. The Small Business Size Standard is $31 Million. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the FedBizOps website. The Primary Point of Contract for this project is Ms. Lorna Craig, Contract Specialist, Lorna.Craig@va.gov. Telephone questions will not be answered. The Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the offerors responsibility to view the FedBizOps website daily for amendments to the solicitation. This is a competitive negotiated acquisition using source selection procedures. The Government intends to use the trade-off process in selecting the prime contractor. The trade-off process is a method of evaluating both the technical factors specified in the solicitation and the price. The object is to select the proposal that offers best value. The RFP will consist of two packages to be submitted at the same time; a technical proposal and a price proposal. The elements that make up the technical evaluation factors, in order of importance, are (1) Past Performance of the Firm this will include prior performance at SORCC, Risk Analysis provided by Dun and Bradstreet, and responses from prior contracts (2) Experience and Qualifications of Key Personnel, (3) Management Plan (4) Delivery Schedule (5) Socio-Economic considerations. Proposals will first be ranked according their technical quality. Price proposal packages of offerors will then be evaluated. Technical is more important than price. Large business proposing prices in excess of $1 million shall include a subcontracting plan. Offerors should submit proposals that are acceptable without additional information, as the Government may make the final determination regarding a proposals acceptability based solely on the initial proposal submitted. The Government may proceed with the award of the contract without discussion. However, the Government may request additional information from offerors that it considers having a reasonable chance of being selected for contract award and may discuss proposals with the offerors. If discussions are necessary, the Government will establish a competitive range. Award will be made to the responsible offeror whose offer conforms to the solicitation, and provides the combination of technical qualifications and price that is the most advantageous to the Government.
