Description
This is a combined synopsis/solicitation for supplies in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of National Oceanic Atmospheric Administration, Mission Support Division located in Seattle, intends to acquire the following items: 1. Qty 4 each B929216 Meridian Standard Gyrocompass 2. Qty 2 each B929620 Meridian Compass Comparator with distribution box and 3.) qty 4 each B929400 Meridian Step RTU (70vdc Stepper AMP). The gyro must comply with IMO resolution A.821(19) Must meet the following specifications: Performance. Settle point error 0.35 degrees sec latitude Static error 0.1 degree sec latitude RMS Dynamic accuracy 0.3 degree sec latitude Settle point repeatability 0.25 degree sec latitude Follow up speed 200 degrees per second Time to settle within 0.7 degree Less than 45 minutes with a 30 degree initial Heading offset Compensation Latitude Compensation range 80 degrees north to 80 degrees south Speed compensation range 0 to 90 knots Signal outputs S-type heading 1 x step by step, 6 steps per degree (TTL Level) Syncro heading 1 x 26v 400hz sector value 360 degrees Serial data outputs 6 x RS232 11 x RS422 Serial data formats IEC 61162 Status alarm 5v TTL power/gyro failure 5v TTL system ready Meridian Gyrocompasses are used on ships on the west coast NOAA fleet and is the fleet standard. They must be matched with existing equipments for Integrated Logistic Support reasons. It ties together spares/parts coverage support and training in operation and troubleshooting. Must be capable of producing stepper repeater information (6 steps per degree 70VDC) to replace aging Sperry gyrocompass system and must be dual gyro setup with comparator to select the best gyro output. Vendors responding to the RFQ must offer verifiable manufacturers warranty in order to be considered for award. Only firms that can provide the exact equipment described herein will be considered. See Numbered Note 1, 100% set aside for small business concerns. A firm-fixed price order will be issued, required delivery date of no later than Dec 1, 2008, FOB destination Seattle, WA. All interested concerns must submit a quotation within fifteen (15) days of the publication date of this notice. All responses must be in writing and delivery to fax number (206)527-7513 attention to Maria Mendoza or by email at maria.l.mendoza@noaa.gov on indicated response date in the RFQ. This is a simplified acquisition with an estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) and complete online Representations and Certifications at http://orca.bpn.gov. NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
