- The Centers for Disease Control and Prevention intend to isuue a sole source contract or purchase order to Glover Kudon, Rebecca of Lexington Georgia to provide a Colorectal Cancer Screening Project Case Study. This is a small woman owned business set aside. The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c)(1): FAR 6.302-1. Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contact will be based on responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for informational purposes. The purpose of this project is to conduct a case study of the Colorectal Cancer Screening Demonstration Program during the program implementation process. The contractor will work closely with a case study workgroup which includes CDC staff. Specific goals include (1) develop data collection and analysis protocols for phase III data collection, (2) analyze qualitative data collected for phase III data collection, and (3) develop manuscripts based on the phase II implementation data analysis. III. Scope of Work Individually, and not as an agent of the Government, the Contractor will provide all labor, materials, supplies, travel and transportation to perform the following: (1) assist in protocol design and development for phase III data collection ; (2) assist in analysis of phase III data; (3) make conference pesentations about case study results at the 2008 American Evaluation Association Meeting in Denver, Colorado; and (4) assist in developing manuscripts based on implementation phase II analysis. IV. Detailed Technical Requirements Contract Tasks/Deliverables Task 1 - Assist in protocol design and development for phase III data collection of the CRCSDP case study. A. Meet with the Project Office within two weeks of the effective data of the purchase order to clarify the scope of work, delivery schedule, delineate roles and responsibilities, and establish communication protocols. B. Meet with the Project Officer and other CRCSDP case study team members for purposes of clarifying issues and discussing project progress every two weeks for approximately one hour (by telephone). C. Participate in two, one-day CRCSDP case study planning meetings in Athens, GA. to assist in developing data collection protocols and semi-structured interview guides for phase III case study interviews. Meetings will be conducted in September and October, 2008. Task 2 - Assist in data analysis of phase III data of the CRCSDP case study. A. Meet with the Project Office within two weeks of the effective data of the purchase order to clarify the scope of work, delivery schedule, delineate roles and responsibilities, and establish communication protocols. B. Meet with the Project Officer and other CRCSDP case study team members for purposes of clarifying issues and discussing project progress every two weeks for approximately one hour (by telephone). C. Participate in two, one-day CRCSDP case study meetings in Athens, GA. to assist in the development of phase III analysis plan. Meetings will be conducted in January and February, 2009. D. Participate in a two-day CRCSDP case study meeting in Atlanta, GA to discuss data analysis results. Meeting will be conducted in June 2009. Task 3 - Disseminate Phase II case study results by making a presentation at the November 2008 American Evaluation Association (AEA) annual meeting in Denver, Colorado. A. Meet with the Project Officer and other CRCSDP case study team members for purposes of clarifying issues and discussing project progress every two weeks for approximately one hour (by telephone). B. Develop a presentation (power point with notes) about Phase II case study results and provide a draft to CDC by October 1, 2008 for CDC clearance. Presentation will include CDC co-authors. C. Travel to Denver, Colorado for the 2008 American Evaluation Association annual meeting and deliver conference presentation about Phase II results. Task 4 - Disseminate Phase II case study results by assisting in the development of related manuscripts. A. Meet with the Project Officer and other CRCSDP case study team members for purposes of clarifying issues and discussing project progress every two weeks for approximately one hour (by telephone). B. Develop one manuscript as lead-author about phase II results and provide draft to CDC by December 1, 2008 for CDC clearance. Manuscript will include CDC co-authors. C. Submit CDC-approved manuscript to a peer-reviewed journal mutually agreed upon with the CRCSDP case study team by February 15, 2009. D. Assist in the development of two manuscripts as co-author about phase II results.
