- SAMHSA/CMNS/OD through the Department of Health and Human Services, Program Support Center, Stragegic Acquisition Sourcing, Division Acquisition Management intends to sole source to the NYS Psychiatric Institute to perform the Professional Services, Simplified Acquisition. The proposed contractor is uniquely qualified to the international scope of previous work and is the only contractor that has a current agreement with the participating member countries and teh sole mechanism in which to conduct this collaborative study. BACKGROUND: The International Initiative for Mental Health Leadership was organized several years ago to facilitate the transfer of knowledge about mental health among leaders in English speaking countries (UK, US, Canada, Ireland, Australia, New Zealand). It has held several conferences and sponsored exchanges of leaders between its member countries. One year ago, it was decided that the Clinical Leads (generally senior psychiatric leaders in each country) should meet to consider what work they might do that would facilitate the exchange of ideas and information. They met at CMHS in Washington DC in September 2007, joined by psychiatric leadership from the Netherlands. At this meeting, a number of projects were considered. The idea of a comparative survey of national (and sub-national) clinical performance and outcome measures was selected because of its practical value in informing each member state about approaches being used elsewhere, possibly allowing comparative studies of services in the future. It also appeared to be doable as an initial effort. None of the clinical leads was aware of this information being collected and classified anywhere else, so it was felt that this work was a critical first step in comparative studies. 7. OBJECTIVE 1. Aims of Project i. Overall, to raise awareness amongst clinicians and policymakers regarding the quality of care of the mental health systems they are working in across a number of countries (Australia, New Zealand, United States, Canada, Scotland, Netherlands- and, possibly, England and Ireland) ii. To develop a matrix of clinical and system performance measures that clinicians and administrators may consider in addressing quality issues in the provision of mental health services iii. Develop a matrix of population mental health indicators that may be considered in addressing the outcomes of mental health: promotion, prevention and intervention activities iv. Ultimately, to be able to compare system performance across countries The analysis will be based on literature review, interviews with country lead Medical Directors and health care providers. Using an evidence base, the report will provide a standardized framework for the comparison of the quality measures across the identified countries. Regular updates on its results will be made available to interested parties through pre-existing collaborative efforts among the countries of interest, such as the International Initiative for Mental Health Leadership (IIMHL meetings and web-resources, the 2006 ENMESH meeting, as well as other conferences and journals). 8. DESCRIPTION OF WORK A. General Requirements 1. Independently, and not as an agent of the Government, the contractor shall exert its best efforts and furnish the necessary personnel, facilities, equipment, materials and supplies, and perform the work set forth below. 2. All work under this project shall be monitored by the Government Project Officer (GPO). 3. All reports, statistics, or tables produced under this project shall be the property of the Federal government, which includes the Center for Mental Health Services (CMHS) and the Substance Abuse and Mental Health Services Administration (SAMHSA). SAMHSA or CMHS may utilize, print, or disseminate such material without further charge. No other articles or publications which rely substantially on materials produced under this project shall be published by either party without prior consultation and approval. The project will lead to the following deliverables: • A monograph of a comparative study focusing on the range of performance measures, performance indicators and outcome measures being developed in each country at the national or other representative and summarizing the initial assessment of their progress prepared for international distribution • A collection of interviews with medical leads, clinical providers, and mental health policy specialists around the theme of performance measures, performance indicators and outcome measures. • Presentation of findings at international meetings. • Journal articles Objectives i. To collect the range of performance measures, performance indicators and outcome measures being developed in each country at the national or other representative (e.g., province, state, other) level. ii. To identify common (and differing) themes, methods and definitions across countries related to the measures from each country. iii. To describe how each country develops and applies these measures and how the performance data is used (i.e. government and non-governmental agencies roles and responsibilities and application of measure for clinical, administrative financial and policy development purposes, including public reporting, accreditation, etc.). To develop an overarching shared framework for thinking about performance and outcomes measures and applying them for performance management and improvement of mental health. iv. To identify the features of information systems that are currently being applied to capture data for these measures in different countries (Phase I) and features that could be adopted that would facilitate such uses in the future (Phase II). v. To pilot a process for making cross country comparisons on the key clinical performance measures and outcomes framework that is designed. B. Specific Requirements Task 1. Meet with the GPO and other CMHS/SAMHSA staff in order to determine the best approach for accomplishing the tasks covered by this purchase order. GPO and other CMHS/SAMHSA staff will review plan for consistency with CMHS priorities and direction. Modify the work plan in response to comments provided by the GPO. Task 2. Will present to the GPO the performance measures and outcomes frameworks of the participating countries will be mapped in terms of content and aims. Task 3. The results of the previous analysis will be presented at the IIMHL meeting in Australia, scheduled for March, 2009. Task 4. Conduct briefings for GPO and identified SAMHSA officials on the results of Task 3, and make changes to the draft documents in response to comments and recommendations; submit revised final report. Using the meeting input on options for future quality improvement efforts, the contractor will work with leaders at CMHS and SAMHSA to develop a framework and business plan for collaboration and dissemination. 9. SCHEDULE OF DELIVERABLES A. Meet with the GPO, and develop plan to collect the range of performance measures, performance indicators and outcome measures being developed in each country at the national or other representative (e.g., province, state, other) level. (Task 1) 1-8 weeks after start of contract. B. Submit draft reports describing: 1. How each country develops and applies these measures and how the performance data is used (i.e. government and non-governmental agencies roles and responsibilities and application of measure for clinical, administrative financial and policy development purposes, including public reporting, accreditation, etc.). To develop an overarching shared framework for thinking about performance and outcomes measures and applying them for performance management and improvement of mental health. 2. Conduct briefings for CMHS officials prior to IIMHL conference in Australia (Task 3) 9-32 weeks after start of contract 3. Finalize publications and conduct briefings for CMHS officials (Task 5) 36-52 weeks after start of contract THE PROPOSED SMALL PURCHASE ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SMALL PURCHASE BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
