- This Amendment A0001 to Solicitation No. DTRT57-08-Q-80098 is effective July 24, 2008. This Amendment A0001 is issued to replace the contents of the Combined Synopis/Solicitiation DTRT57-08-Q-80098 issued on July 11, 2008 in its entirety with the following: This competitive combined synopsis/solicitation for commercial items is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-08-Q-80098 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-24. The NAICS Code is 336999 and the Small Business size standard is 500 employees. This sole source announcement constitutes the only solicitation. A written solicitation will not be issued. The Government intends to award a Labor Hour Purchase Order Award on a competitive basis. The Volpe National Transportation Systems Center (Volpe Center) has a requirement to purchase crane rental services for 4 days. STATEMENT OF WORK (SOW)---(BEGIN) Introduction: This Statement of Work requires the provision of heavy lift services to support U. S. Department of Transportation (US DOT) testing of loaded commercial trailers in Hanna, Alberta and the surrounding area. Requirement: Provide a minimum 30-ton capacity crane with operator and one rigger to safely lift commercial trailers in support of testing being conducted by the United States Federal Motor Carrier Safety Administration (FMCSA) and Canadian Council of Motor Transport Administrators (CCMTA). The full scale testing will be quasi-static (no tractor attached). The commercial trailers will weigh between 25,000 and 50,000lbs when fully loaded with round hay bales and ISO containers. The crane must be capable of attaching to either one end or side of the trailer and lifting to an angle of 40 degrees measured with the ground (maximum height approximately 40 feet). In order to lift the trailer smoothly and prevent it from twisting when being raised and lowered, the crane must be equipped with two and four point bridles. The bridles should consist of either a wire rope and pulley system or lifting slings. The primary test site will be located within 50 miles of the city of Hanna, Alberta. A possible second test site is located within twenty five miles of the city of Olds, Alberta. The crane and crew will be required for a minimum of four days and maximum of six days onsite starting on August 5, 2008. The crane operator and rigger will be required to work onsite a minimum of eight hours a day and up to a maximum of twelve hours to support government engineers. The start of work each day will be 7:00 am. When ordered, the contractor shall also provide a minimum 10,000 lb capacity forklift to assist with loading trailers. The rigger provided with the crane will be required to operate the forklift. Tasks: Tasks 1-3 are base tasks that shall be required by the contractor to complete. Tasks 4-11 are optional tasks that shall be ordered by the Volpe Center Contracting Officer (COR) or Contracting Officer Technical Representative (COTR) if determined to be necessary. Base Tasks: Task #1-Provide minimum 30-ton mobile crane with operator from Tuesday 8/5/2008 through Friday 8/8/2008 working eight hours/day weather permitting. Task #2-Provide rigger from Tuesday 8/5/2008 through Friday 8/8/2008 working eight hours/day weather permitting. Task #3-Provide transportation for crane and crew to and from test site in Hanna, Alberta (total one round trip) Optional Tasks: Task #4-If ordered, provide 30-ton mobile crane with operator to work up to maximum four hours/day of overtime from Tuesday 8/5/2008 through Friday 8/8/2008. Task #5-If ordered, provide one rigger to work up to maximum four hours/day of overtime from Tuesday 8/5/2008 through Friday 8/8/2008. Task #6-If ordered, provide minimum 30-ton mobile crane with operator to work minimum eight hours and up to maximum of twelve hours on Saturday 8/9/2008. Task #7-If ordered, provide one rigger to work minimum eight hours and up to maximum of twelve hours on Saturday 8/9/2008. Task #8-If ordered, provide minimum 30-ton mobile crane with operator to work minimum eight hours and up to maximum of twelve hours on Sunday 8/10/2008. Task #9-If ordered, provide one rigger to work minimum eight hours and up to maximum of twelve hours on Sunday 8/10/2008. Task #10-If ordered, provide transportation for crane and crew to and from secondary test site in Olds, Alberta (total one round trip). If the test site does shift from Hanna to Olds, the contractor will be given twenty-four hours notice. Task #11-If ordered, provide forklift with lifting capacity of 10,000 pounds for a period of six days during testing and transportation to and from Hanna, AB work site. Period of Performance: The period of performance will run from 8/5/2008 through 8/10/2008. STATEMENT OF WORK (SOW)---(END) Proposal Pricing: The Contractor shall provide pricing in U.S. Dollars in accordance with the above SOW. Proposals shall include unit pricing per hour. The items are as follows: CLIN 0001 (Task 1) Provide minimum 60-ton mobile crane with operator from Tuesday 8/5/2008 through Friday 8/8/2008 working eight hours/day=32 hours$__________. CLIN 0002 (Task 2) Provide rigger from Tuesday 8/5/2008 through Friday 8/8/2008 working eight hours/day=32 hours$__________. CLIN 0003 (Task 3) Provide transportation for crane and crew to and from test site in Hanna, Alberta (total one round trip)$__________. CLIN 0004 Option 1 (Task 4) provide 60-ton mobile crane with operator to work up to maximum four hours/day of overtime from Tuesday 8/5/2008 through Friday 8/8/2008 (total sixteen hours)$__________. CLIN 0005 Option 2 (Task 5) provide one rigger to work up to maximum four hours/day of overtime from Tuesday 8/5/2008 through Friday 8/8/2008 (total sixteen hours)$__________. CLIN 0006 Option 3 (Task 6) provide minimum 60-ton mobile crane with operator to work minimum eight hours and up to maximum of twelve hours on Saturday 8/9/2008$__________. CLIN 0007 Option 4 (Task 7)provide one rigger to work minimum eight hours and up to maximum of twelve hours on Saturday 8/9/2008$__________. CLIN 0008 Option 5 (Task 8)provide minimum 60-ton mobile crane with operator to work minimum eight hours and up to maximum of twelve hours on Sunday 8/10/2008$__________. CLIN 0009 Option 6 (Task 9) provide one rigger to work minimum eight hours and up to maximum of twelve hours on Sunday 8/10/2008. CLIN 0011 Option 8 (Task 11) provide forklift with lifting capacity of 10,000 pounds for a period of six days during testing and transportation to and from work site$__________.
