Description

The National Gallery of Art (hereinafter "Gallery" or "NGA") is soliciting proposals for the provision of all materials and services necessary to replace the Romeo and Juliet Handrails (Stair 11) in the Gallery's East Building. This solicitation is a Request for Proposal (RFP), No. NGA-RFP-08-067. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This solicitation is a total small business set-aside. NAICS code 332323 is associated with this work, which has a small business size standard of 500 employees. Refer to the solicitation documentation, including Statement of Work (SOW) and Specifications attached to this posting for detailed information about this project. A MANDATORY SITE VISIT is scheduled for August 7, 2008 at 10:00am. All vendors interesting in satisfying this requirement for the Gallery must attend the site visit and shall meet Gallery personnel at: National Gallery of Art, West Building Service Entrance (on the East side of the building), 6th Street and Constitution Ave., Washington, DC 20565 at the date and time specified above. The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. FAR provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212, Evaluation-Commercial Items, is applicable to this acquisition. In addition to Price, the following Technical Factors will be used in evaluating quotes: (1) Project Organization, (2) Technical Approach and Experience, and (3) Past Performance, with Project Organization being weighted the heaviest of the three. Technical Factors will be weighted more heavily than Price. The vendor submitting a quote is responsible for providing information in its quote sufficient to allow the Gallery to evaluate the quote using these evaluation factors. Offerors must submit a Firm-Fixed Price, including a breakdown of labor and materials pricing. All vendors submitting quotes in response to this RFP must include accurate contact information for three (3) references that can provide the Gallery with a relevant and accurate description and evaluation of the vendor's past performance in providing similar services to those described in this RFP. The services provided for each reference must have been provided by the vendor within the past 5 years and the services provided for each reference must be similar to the work described in the Statement of Work. All vendors who submit a quote must include responses to the Certifications and Representations contained in Section K of the attached solicitiation documentation. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, which incorporates by reference, the following FAR clauses: 52.203-6 Restrictions on Subcontractor Sales to the Government (Alt 1, OCT 1995); 52.219-6, Notice of Total Small Business Set-Aside (JUN 2003); 52.222-41, Service Contract Act of 1965 (NOV 2007); 52.222-44, Fair Labor Standards Act and Service Contract Act--Price Adjustment (Feb 2002) (29 U.S.C. 206 and 41 U.S.C. 351, et seq.); 52.222-51. By submitting a quote in response to this RFQ, the vendor warrants that any goods or services provided to the Gallery in satisfaction of this requirement are fit for the ordinary purposes for which they were designed, as well as the particular purpose(s) specified in the this solicitation, and any additional purposes as represented by the vendor. All responsible sources may submit a proposal by mail, currier service, or in-hand, which shall be considered by the Gallery.
