Description

The U.S. Department of State Office of Acquisition Management intends to issue a Sole Source Award to Colt Defense LLC, Hartford, CT for the acquisition of 2,400 magazine cartridges for the M4A1 Colt Weapon system. Colt Manufacturing is the only legitimate source of the M4A1 Carbine which these magazines are used in, as Colt is the exclusive owner of the M4A1 Carbine technical data package, which includes ownership of the design, patent and trademark rights. This requirement is needed to supply current serviceable M4A1's in the field with additional magazine cartridges. The M4A1 is a weapon system DS Agents have been trained to use and DS Armorers are trained to service and maintain in accordance with Colt Defense replacement/warranty safety specifications. The statutory authority permitting other than full and open competition is 10 U.S.C. 253(c)(1). The regulatory authority is FAR 6.302-1, only one responsible source and other supplies or services will satisfy the agency's requirements.
