Description

The U.S. Department of State Office of Acquisition Management intends to issue a Sole Source Award to FNH USA, LLC, Mclean, VA for the acquisition of the M240B Machine Gun, quantity forty-eight (48), and the M240B conversion kit, quantity forty-eight (48), changes M240B to a M240D for quick-install mount use in vehicles, helicopters and on land. FNH USA, LLC is the only manufacturer of these weapons. The M240B is a customized machine gun for the U.S. Department of Defense and other specialized U.S. Government Agencies. DS Special Agents will be required to utilize the M240B while in high threat posts overseas, in addition these weapons are part of their training curriculum and Armorers for the Department maintain these weapons in accordance with FNH USA replacement/warranty standards to ensure workability and compatibility to ensure manufacturer safety considerations are followed to the highest degree. The statutory authority permitting other than full and open competition is 41 U.S.C 253 (c) (1). The regulatory authority for this procurement is FAR 6.302-1, Only one responsible source and no other supplies or service will satisfy the agency's requirements.
