- This is a pre-solicitation notice for Building 11 Seismic Upgrade at the Vancouver Campus of the Portland Veterans Affairs Medical Center in Portland, Oregon. This procurement is 100% set aside for Veteran-Owned Small Business. The location of the project is in Vancouver, Washington. This a general construction requirement. The contractor shall furnish all necessary labor, material, supervision and equipment to upgrade structural and nonstructural building components and systems to meet the immediate occupancy requirement. Mechanical, electrical, and fire protection systems are included in the upgrade. Typical structural work includes strengthening steel connections and shear walls. Non structural work includes bracing suspended ceiling systems, ductwork, piping, conduit, fire protection systems, and lighting to meet current seismic standards. This is a medical and office facility. Building 11 is a 108,000 square foot building housing inpatient and outpatient services including primary care, mental health, short stay, pharmacy, physical therapy, information technology and other services. The magnitude of construction is between $2,000,000 and $5,000,000. This will be solicited on a Request for Proposal and there will be no public opening. A firm fixed price contract is anticipated to be awarded. Anticipated award date is September 15, 2008. The performance period is expected to be 18 months. North American Industrial Classification System (NAICS) code applicable to this project is 236220. The Small Business Size Standard is $31 Million. This will be issued on the lowest price technically acceptable basis. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the FedBizOps website. The Primary Point of Contract for this project is Ms. Lorna Craig, Contract Specialist, Lorna.Craig@va.gov. Telephone questions will not be answered. Subcontractors should not contact the Contracting Specialist. The Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the offerors responsibility to view the FedBizOps website daily for amendments to the solicitation and to download their own copy of solicitation and documents. Register on this website to receive notification of when documents are uploaded. A site visit will be planned and will be announced in the solicitation. A pre-proposal conference will be held following the site visit. All offerors responding as Veteran Owned Small Business must be registered with the Department of Veterans Affairs VetsBiz site located at http://www.vip.vetbiz.gov. Non VOSB offers will not be considered. All federal contractors must also report annually to Vets100 at https://vets100.vets.dol.gov.
