- This requirement is a non-commercial contract. Award will be made in the form of a Stand-alone, to one responsible offeror. A firm fixed-Price (FFP) type contract is anticipated for this effort with a Period of Performance of less than one year. However, the Government encourages interested offeror to provide feedback on a suggested Contract Type other than Firm Fixed Price that would increase efficiency and/or maximize performance. The anticipated basic contract will specify the requirements to be delivered in accordance with the Statement of Work (SOW). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NAWCTSD has received tasking to research the feasibility of a contract to replace the visual projector system of the Full Mission Bridge Simulator at the Surface Warfare Officer School (SWOS), Newport, RI. This trainer, the Conning Officer Virtual Environment Full Mission Bridge (COVE FMB), provides a simulated ship's bridge with a 360 degree horizontal field of view of the marine environment using 12 Barco Sim 4 projectors in a 5:4 aspect at 1280x1024 raster. The purpose of this sources sought posting is to replace the Sim 4 projectors with new state of the art, 3 chip digital light processor (DLP) or liquid crystal on silicone (LCOS) projectors. Also, as part of this upgrade, it requires the design and installation of a support structure to hold the projectors located above the pilot house mock-up that must be based from the concrete floor and not the raised deck. A metal or other high strength non-shifting material is required to be used to build this support structure. The intent of the support structure requirement is to increase the rigidity of the projector mounting and decrease the vibration induced from the mock up bridge structure, to prevent miss alignment of the projectors. This trainer is located indoors in a climate controlled space (please see attachment). The performance of the display upgrade is expected to change for the better in comparison to the existing display system, to include resolution, contrast, brightness, color matching, edge blending, and uniformity across all display channels. Automated tools are to be included for the maintenance and alignment of the display system. As part of the installation, instruction shall be provided to the on site maintenance personnel at SWOS in set-up and maintenance of the new projector system. A warranty is also desired for the performance of the projectors and components of this upgrade, to include, but not limited to mechanical defects. Multi-year warranties or maintenance plans are preferred. All warranties must be transferable to the Government. The overall tasking will include selection, procurement, installation, testing, design, documentation, and integration of a complete display system to include integration with the COVE FMB training system software (Computer Science Corporation’s Vship). Responses to this notice shall include narrative identifying the scope of past and present (within the last 3 years), relevant experience on similar contracts (include dollar value, complexity and point of contact), a description of core capabilities relating to the performance of the subject effort. Additionally, interested parties should submit a Rough Order of Magnitude (ROM) identifying a suggested Contract Line Items scheme, which estimates pricing for each recommended deliverable.
